You will serve as a SUPERISORY FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy (ASN FM&C) OFFICE OF BUDGET, FMB.
Duties
You will serve as the principal advisor to senior managers on the development, implementation and, revision of financial management policies, plans, and programs.
You will advise on any of the phases or systems of budget administration, (i.e. formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities).
You will review and evaluate budget requests; control, and reporting of obligations and expenditures.; which may include development, determination, and
interpretation of budgetary policies and practices.
You will generate, recommend, and implement new and revised financial management concepts, internal controls, methodologies, policies, and strategies in support of the organization’s programs.
You will conduct evaluation of issues of financial consequence raised in audit reports, budget reviews, etc. and recommends alternatives for corrective action.
You will be responsible for the productive effort of three branches and for the proper coordination between the Division and other organizational elements.
You will supervise the financial review and administration of the working capital fund and civilian personnel funds/appropriations.
You will monitor the financial control process by reviewing on a continuing basis accomplishment against approved plans.
You will identify areas for budget reform; keep management apprised of status of programs and recommends corrective action as required to ensure that execution is in accord with plans.
You will Initiate and staff reprogramming actions, as appropriate, that are critical to the annual accounts.
You will provide oversight of audit efforts involving the working capital fund to include responding to Notice of Findings and Recommendations (NFRs).
You will prepare Corrective Action Plans (CAPS), and the preparation of Process Cycle Memorandums (PCMs).

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: \
- Experience overseeing the development and execution of budget to include Working Capital Fund, Justifying budgets to higher authority (i.e. Office of the Secretary of Defense/Office of Management Budget/Congress (OSD/OMB/Congress)).
- Experience preparing appeals to Undersecretary of Defense, Comptroller/Cost Assessment and Program Evaluation (USDC/CAPE) adjustments, Program Budget Decisions (PBDs)/Program Decision Memoranda (PDM) and Congressional markup.
