The VA Long Beach HealthCare System (VALBHS) is currently recruiting one Safety & Occupational Health Manager in the Assistant Director's Office in Long Beach, California. The incumbent oversees a comprehensive occupational health and safety program which accounts for hazardous material and waste management, environmental risk management, emergency management and regulatory compliance.
Duties
Duties include but are not limited to the following:
Provide technical assistance, advice and consultation to Federal agencies, Federal field Safety and Health Councils, Federal Executive Boards and Associations in the development, interpretation and application of safety and occupational health standards and regulations as they apply to the Federal workplace and employees.
Plan, organize and administer a scheduled series of comprehensive inspections of numerous carpentries, welding, painting, metal shops, motor pools and major warehouses.
Instruct employees and supervisors in the safe performance of duties.
Oversee, guide, manage, and integrate occupational safety, environment of care and/or emergency management operations.
Evaluate, assess and recommend interventions/practices to support
compliance with occupational health and safety, environment of care and emergency management rules and/or regulation compliance.
Participate at board, council, committee and other meetings in various roles such as chair, member and/or representing Executive Leadership Team (ELT).
Oversee, manage, plan and execute occupational safety, environment of care, construction safety and/or emergency management training/education program.
Guide/advise Executive Leadership in the facility-wide management of occupational health and safety, environment of care and/or emergency management operations.
Develop, implement and advise on policy and ensure best practices are
implemented as appropriate.
Evaluate economic loss due to damaged property, severity of injuries sustained and environmental conditions surrounding mishaps and/or isolate causal factors or devises measures to control hazards detected.
Analyze mishap statistics and investigative reports to compare incident rates among command units.
Advise mishap investigation boards convened to ascertain causal factors precipitating fatalities, serious injuries or substantial property damage by recommending specific investigative techniques and the application of appropriate standards and/or sound safety practices necessary to the conduct a comprehensive study that fully/accurately documents final conclusions.
Direct the systematic collection, analysis, and sharing of occupational health and safety, environment of care and/or emergency management data.
Develop and apply methods, techniques and abatements to control or eliminate unsafe acts or conditions that arise from the introduction of new equipment and/or the construction/modification of structures.
Provide guidance, direction/assistance in the development of plans, programs, procedures and operating systems for the implementation/direction of programs to achieve optimum compliance with agency safety and occupational health regulations, standards, Executive orders and/or Federal statutes.
Work Schedule: Monday - Friday 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS- 13 position you must have served 52 weeks at the GS- 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Basic Requirement:
This position has INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR) which is a basic requirement that must be met to qualify for entry into this job series, and it is something that cannot be waived. To meet the basic requirement for the Safety and Occupational Health Manager Occupational series, applicants must demonstrate one of the following.
A bachelor's or graduate/higher level degree in safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination

You may qualify based on your experience as described below:
Specialized Experience, GS-13: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Physical Requirements: Work is generally sedentary. Moderate physical exertion, such as prolonged walking and standing with occasional climbing, crawling, and stooping, is necessary during on-site evaluations or other required visits to VA facilities.
