Requirements
- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Males born after 31 December 1959 must be registered for Selective Service.
- May be required to successfully complete a probationary period.
- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
- Loss of military membership will result in immediate loss of your full-time military technician position.
- Excepted Civil Service Technicians are required to maintain a MOS and military grade that is determined by the NGB to be compatible with the assigned technician position.
- Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
- Must be able to obtain and maintain secret security clearance.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Upon selection, individuals must be assigned in accordance with CNGBI 1400.25, VOL 303A, National Guard Military Technician (Dual Status) Compatibility Program.
- Contracting certification must be accomplished IAW 5000.66 and continuing acquisition education, training and experience requirements IAW DoDI 5000.66.
- In accordance with the Ethics in Government Act, 1978, incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- It is required to pass the Contracting Officer Review Board (CORB) and hold a warrant prior to the selection.
- Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- As a condition of appointment, the contract specialist candidate is directed by his or her respective selecting Contract Supervisor to hold a Warrant, he or she must pass the Contracting Officer Review Board (CORB) to qualify for the Warrant.
Qualifications
AREA OF CONSIDERATION:
HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements.
Area 1 =All permanent Officers, Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 2 = All indefinite Officers, Warrant Officers and Enlisted members employee (NG T32/NG T5) within Puerto Rico Army National Guard.
Area 3 = All Officers, Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates)
To prevent a grade inversion, military rank allowed for this position will be MAJ and below, All WO and SFC and above.
Acceptance of any military technician position may cause the termination of entitlements and eligibility for all military bonuses and student loan repayments. For further information you must contact the appropriate military Education Office.
DUTIES:
As a CONTRACT SPECIALIST (D2623000), GS-1102-12, you will ensure successful market research, acquisition planning, contract award, contract performance management, and interpretation of contract law in order to provide the best, most efficient contracting strategies in support of the organization's vision, mission, goals, and objectives.
PHYSICAL DEMANDS:
The position requires visits to construction sites on a regular basis to check work progress, inspect for compliance with contract provisions, evaluate claims pertaining to changed site conditions, and resolve differences. Site visits require agility in walking around machines, moving equipment, and construction in progress, and may involve bending and climbing.
WORKING ENVIRONMENT:
Subject to moderate risks which require safety precautions while visiting construction sites. May be required to use safety hats, glasses, breathing apparatus, and boots during on-site visits.
QUALIFICATIONS:

Note: The minimum education requirements listed above applies to individuals who initially accessed, promoted, reassigned, changed-to-lower grade or detailed in the NG Title 5 Excepted or Title 32 Dual Status Contracting Program, Occupational series GS-1102, as of the effective date of this qualification standard.
SELECTVE PLACEMENT FACTOR:

GENERAL EXPERIENCE:
Must have experience in positions supporting competencies in business, finance, risk management, project management, or supply chain management. Experience must include competencies such as skill in collecting and analyzing data and the ability to communicate clearly and effectively and other professional competencies in procurement administration or purchase card management.
SPECIALIZED EXPERIENCE:
Applicantmust possess at least ONE (1) year at next lower-level GS-11 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as administering a wide variety of contracts (including multi-year) in the areas of supplies, equipment, services, construction and architect and engineering; performing acquisition planning, along with the program manager/customer, technical, legal, and finance personnel; carrying out pre-award, post-award, and price/cost analysis functions; analyzing contracting issues, determining, recommending and/or implementing course of action; reviewing a diverse variety of requisition packages, advertising, coordinating and leading negotiations and formulating strategies, evaluation, award decisions, and post award administration, modifications, changes, settlements, and terminations for a variety of complex contracts; serving as a contracting authority and advisor to management, customers, and contractors; identifying regulations and laws which do or do not apply to the particular procurement; researching, interpreting, analyzing, and applying all regulations, business and industry practices, market trends, Government Accountability Office (GAO) and Comptroller General decisions, public law, case law, and precedents; making field site visits, detecting and correcting labor standards violations; assigning work in terms of overall procurement projects, developing priorities, projecting deadlines and reviewing completed work.
NOTE:
1. Selectee must be interviewed by a Contracting Officer Review Board (CORB) and must pass the Board's contracting program scenario-based questions in regard to specialized experiences and competencies that will allow him/her to become a Warranted Contracting Officer in order to continue through the final personnel processing validation activities for official appointment as the GS-1102-12 Contract Specialist prior to the selection.
2. Applicant's Certificate(s) of Release or Discharge from Active Duty (DD-214) or military orders may be used to receive credit for full time contracting experience if in an acquisition coded position.
3. For ARNG applicants may use the Acquisition Career Record Brief (ACRB) to ascertain certification level.
