This Position serves as the Administrative Officer for the Community Based Outpatient Clinic (CBOC) in Indian River. Serves as the CBOC Office Manager and is organizationally aligned under the Business Office. This position oversees all administrative work performed at the CBOC including: eligibility, registration, referrals, coordination of referrals to other Veteran Affairs (VA) facilities and fee basis; contract work; ensures compliance with various accreditation organizations.

Duties

Veteran Affairs (VA) Healthcare System Serving Ohio, Indiana and Michigan (VISN 10) advocates for a Whole Health System of care in each of the Medical Centers. GS-7: This position is a developmental Administrative Officer, This position will assist in the performance of the duties as outlined in the target grade position description, but will do so under closer supervision and with less scope and effect. GS:9: The incumbent is responsible for the overall administrative management of the CBOC and the MSAs. This position will provide the necessary training and guidance to all relevant CBOC personnel including clinical and administrative staff to assure compliance with the National standards and requirements. Budget Guidance and Administration - The Administrative Officer (AO) is delegated complete authority to approve Veteran Affairs (VA) payment of services at community hospitals (fee basis) and enters fee authorization for Non-VA care in the FBCS software program. The payments are completed using the clinic credit card which is secured by the AO. Upon receipt of the products/services, the AO's are responsible for reconciliation for each purchase. They maintain copies of all purchases, reconcile all purchases, and monitor to ensure all charges/purchases are processed properly. Program Administrative - Maintains calendars and usable space for the Telehealth program. The AO monitors all space availability within the clinic and works with staff to move programs and times around to advance the expansion of telehealth and other programs. Incumbent is the point of contact for all OI&T issues. Incumbent trouble shoots all OI&T issues to resolve them. If unable to resolve, he/she works with OI&T to solve the issue. Due Process - Investigates and responds to employee dissatisfactions in order to resolve conflicts. Keep supervisors aware of issue within the clinic. In case of conflicts that arise and cannot be resolved within the incumbent's operating range, decision for resolution remains with the Assistant Chief Business Office and Administration Manager. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the Gs-5. For a GS-9 position you must have served 52 weeks at the Gs-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS:7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : One (1) full year of specialized experience equivalent to the GS-5 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions and managing procurement; assisting with human resources functions to include recruitment, position classification, performance, training, etc.; preparing letters, reports and presentations; retaining procurement records and reconciliations; making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have1 full year of graduate level education or superior academic achievement in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation.. OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.)
