Duties
As a Public Health Analyst (Extramural/Spanish) you will:
Apply state/local public health program experience to ensure policies are congruent with state/local requirements and program practice
Coordinate the promotion of public health programs providing leadership throughout the Center, CDC and agencies/organizations in the development, extension, and improvement of their health care systems, strategies, and services
Analyze existing or proposed systems, strategies, services, or other health-related matters; identifying needs for improvement, and the methods and resources to accomplish such improvement
Design a program by analyzing the need for personnel, facilities, supplies, and materials, obtaining fiscal support, preparing a program plan, and providing ongoing advice and assistance in the program's implementation and evaluation
Participate in agency operational or planning meetings, public briefings, or other formal or informal settings where the incumbent publicizes program accomplishments and solicits resources or other forms of support and cooperation necessary to ensure program success
Serve as a Project Officer on public health programs supported by cooperative agreements, grants, contracts Inter/Intra-Agency Agreements, and purchase orders with full responsibility for carrying out all required project officer monitoring and management duties
Exercise management responsibilities related to the initiation, administration, and/or close-out of grants, and/or cooperative agreements
Conduct site visits as necessary and prepare/forward directives, instructional, procedural, or other beneficial materials to ensure effective implementation of policy

Minimum Qualifications:
For GS-12:
To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the GS-11 grade level, which must include the following experience: providing technical assistance for extramural resources including the initiation, administration, and/or close-out of grants, cooperative agreements or contracts.
For GS-13:
To qualify at the GS-13 grade level, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level, which must include the following experience: managing or assisting in the management of extramural resources including initiating, administrating, and/or closing-out of grants, cooperative agreements, or contracts and monitoring their performance.
Selective Placement Factor (SPF):
SPF's are special qualification requirements in addition to the minimum requirements, that are essential to successfully perform the duties of this job. If you do not meet this requirement, you will be screened-out and not receive further consideration under this announcement.
Required to read, write and speak Spanish proficiently.

Promotion potential: Promotion to the next grade level is at management's discretion and is based on your meeting qualifications and time-in-grade requirements, demonstrated ability to perform the higher-level duties, the continuing need for the higher-level duties, and administrative approval.
