Duties

You will serve as a RANGE OPERATIONS SPECIALIST of the DARE COUNTY TARGET RANGE DIVISION in STUMPY POINT, NC. You will review and interpret all pertinent ordnance safety laws, regulations, standards and requirements. You will formulate and promulgate policies, procedures, regulations and standards consistent with the requirements of applicable laws, standards and directives from higher authority consistent with activity operations and requirements. You will serve as a Quality Assurance Evaluator/Contract Monitor on the Range Operations Directorate staff and provide overall technical monitoring and review of Contract Operation and Maintenance Services (COMS) contracts. You will monitor contract purchases to ensure expenditures are within operating budget and cost control is practiced, reconcile vouchers, and review and recommend approval or disapproval of purchase orders.

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a thorough working knowledge of Government contract terms, practices, and execution. Experience applying a thorough knowledge of aircrew training range operating principles and practices. Experience applying expert knowledge of quality assurance principles and methods to develop agency plans, policies, and procedures. Experience applying an extensive knowledge of range operations and threat simulation techniques. Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion 3 full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related.
OR
A combination of experience and education as described above that equates to one year of experience.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
