This position is located with the Mine Safety and Health Administration (MSHA), Enforcement Division, Vacaville District in Vacaville, CA. The incumbent of this position provides technical and administrative support for the District's Special Investigations Group, along with administrative support and liaison duties in direct support of the Conference Litigation Representatives (CLRs) and any assigned staff. This position is inside the bargaining unit.

Duties

Receives, assembles, reviews, verifies, researches, and provides background information and summarizes a variety of technical Section l05(c) discrimination complaint and Section ll0(c) through (h) possible knowing/willful violation investigative reports submitted by district and field special investigators. Coordinates with other MSHA offices to ensure fact-finding information is legally acceptable. Receives telephone calls and visits from complainants. Assembles hearing request packets received from the Civil Penalty Compliance Office for the Administrative Law Judge (AU), MSHA Counsel or Conference Litigation Representative (CLR), mine operator, and miners' representative. Researches, assembles, analyzes, and summarizes selective investigative data for use in the conduct of special investigations, evaluations, studies, and the ACRI process or for use by the district and headquarters staff in conferences, meetings or seminars. Operates, maintains, reconciles, and validates critical data bases for Section l05(c), Section 110, and ACRI to include all safety and health conferences conducted in the district for use by the CLR in litigation work; assignments to investigate knowing/willful violations; and assignments to initiate discrimination complaint investigations. Ensures record keeping procedures for discrimination complaints and knowing/willful violation cases are followed, and necessary clearances are obtained in a timely manner. Composes and prepares in draft form, for Supervisory Special Investigator (SSI) or District Manager signature, a variety of letters, memorandum, and other forms of guidance to the field, industry, private and public sectors. Assists the SSI and staff in the analysis of a wide variety of data for the purpose of completing investigative reviews of cases involving complex and non-complex mines. Receives taped interviews made by the investigators in reference to assigned cases. Performs other duties as required to meet the day-to-day needs of and in support of the District, CLRs and Special Investigative Group.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

Specialized Experienceis the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-7 Grade Level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-6, in the Federal Service. Specialized experience must include at least three (3) or more of the following: Experience reviewing documents for completeness, accuracy, and conformance with policy. Scheduling and arranging meetings between multiple parties. Coordinating the acquisition and submission of all documents for a case within the required deadlines. Managing numerous case files and tracking all deadlines. Composition of professional, documents, letters, or memorandum. Experience in searching records and files, gathering/screening/interpreting and providing factual information or explanations in order to resolve problems presented in assignments. Experience in using oral and written communication to express and secure information, coordinate activities, and discuss sensitive subjects. Note: There is no education substitution for experience at the GS-07 level. In addition to meeting the specialized experience requirements, you must have a typing proficiency of 40 words per minute based on a 5-minute sample with three or fewer errors. You must have a certificate of proficiency from an organization authorized to issue such certificates or self-certify your proficiency.
