The primary purpose of this position is to serve as the early childhood specialist for all child development and youth programs to include child development centers, family child care, school age care, youth center, youth sports, special needs programs, volunteers, hourly care programs, food service, custodial and any unique children's programs.

Duties

Develop, implement and oversee all elements of children's developmental program activities to include environment, equipment and experiences within the context of supportive interactions and positive child and growth development for infants, (pre) toddlers, preschoolers, school-agers, youth and children with special needs. Initiate, design, develop, arrange for, conduct and oversee training in all child development and youth programs for all staff, FCC providers, volunteers and those working within unique children's programs within assigned area. Ensure the implementation of the Individuals with Disabilities Education Act and any other Laws and/or directives pertaining to the special needs of children and youth within the Child and Youth Services Flight are supported. Design, use and/or adapt assessment tools as provided AFSVC/SVPY or other sources to assist in the evaluating and interpreting in terms of program strength and weaknesses according to the Air Force Inspection Criteria and accrediting organization standards. Serve as the point of contact for assigned facility in regards to the developmental program portion of Air Force Inspections, accrediting organization validation visits or other inspections in which developmental program is reviewed.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirement (IOR) General Education and Training Series, 1701. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks), or will have one year within 120 days of closing of this announcement, of general experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Typically, we would find this experience in work within this field that is closely related. General Experience is described as assisting with the development, implementation and overseeing all elements of children's developmental program activities to include environment, equipment and experiences within the context of supportive interactions and positive child and growth development for infants, (pre) toddlers, preschoolers, school-agers, youth and children with special needs; awareness of child care regulation requirements, policies and public law and being able to communicate them. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants must have a degree that included or was supplemented by a major study in child development or early childhood education. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants must have have a combination of education and experience- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in above. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Professional knowledge of the principles, theories, concepts and practices of early childhood development encompassing infant through youth 18 years of age. Skill in developing curricula which covers physical, emotional, social and cognitive development. Skill in developing, adapting, and providing training to staff members, family day care providers, volunteers, food service and custodial staff and parents. Skill in identifying children with special needs and providing appropriate referrals to ensure children with special needs are assessed and accommodated. Skill in administration and interpretation of environmental and program assessments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. This is a physically active position. The work requires regular interaction with children birth to 18 years of age in activities, sitting on the floor, carrying infants and toddlers up to 45 pounds and occasionally up to 75 pounds, and being able to evacuate children in the event of an emergency. This position also requires occasionally lifting and moving of equipment/classroom furniture up to 45 pounds and occasionally up to 75 pounds.
