This position is located within the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), National Geodetic Survey (NGS) with one vacancy located in Silver Spring, MD. Duties

As a Geodesist, you will perform the following duties: From the Data Analysis Branch (DAB) of the Observation and Analysis Division (OAD), lead and task a matrixed project team of geodesists and software developers responsible for the development and/or modernization of new software tools to process Global Navigation Satellite Systems (GNSS) and leveling observations for the modernization of the National Spatial Reference System (NSRS). Plan, organize and manage all technical, scientific, and administrative functions for the team, to include direction in guidelines, decisions, methodology, interpretation, and evaluation processes caused by changes in program, technological development, unknown phenomena, or conflicting requirements. Develop and support the development of algorithms and coding solutions to process signals from the GNSS for positioning using static and real-time techniques. Develop algorithms based upon space geodesy principles and best geodetic surveying practices. Use least squares adjustment theory to optimally combine measurements from a number of geodetic measurement techniques. Use modern coding and scripting languages to develop tools in support of GNSS positioning. Support the evaluation and vetting of user-submitted geodetic surveying projects and their incorporation into the National Geodetic Survey (NGS) Database as a means of incorporating new measurements to the NSRS. Provide technical expertise and authoritative advice to constituents in the use of NGS geodetic products and services and resolve technical issues related to geodetic services. Identify opportunities for improving NGS services through engagement with geospatial, surveying and mapping communities.

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements: To qualify for the 1372 series: EDUCATION: A. Degree: geodesy; or 30 semester hours in any combination of geodesy, mathematics, physics, astronomy, engineering science, surveying, geodetic surveying, photogrammetry, or geophysics. The course work must have included differential and integral calculus. -OR- B. Combination of education and experience: course work as shown in A above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZP-4 or GS-13 level: SPECIALIZED EXPERIENCE: In addition to meeting one of the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following: Developing positioning algorithms and software using Global Navigation Satellite System (GNSS) data, in at least one satellite constellation, using either differential or Precise Point Positioning techniques; Performing and analyzing geodetic or engineering surveying projects using GNSS surveying methods and Least Squares Adjustment techniques; and Utilizing coding in a scientific or engineering computer programming language to develop software used for geodetic projects.

Education

Education completed in colleges or universities outside the United States may be used to meet the above requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
