Duties

- Leads a team to complete a wide range of maintenance duties in line with the Maintenance Group objectives and agency goals. - Monitors and reports progress of work and make adjustments in accordance with priorities and agency goals. - Analyzes problems facing the branch qualitatively and quantitively, advises management of opportunities for improvement, and works collaboratively to develop procedures or guidelines. - Assists in developing work plans for recurring and unique projects and repairs. - Prepares or assists in the preparation of specific work procedures, job hazard analyses, or other required safety documentation for completion of maintenance tasks.

Qualifications

Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience: Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the Individual Occupational Requirements (IOR) the specialized experience below must be met: GS-11: Specialized Experience: One full year of specialized experience equivalent in responsibility and scope to the GS-09 level in the Federal service or non-Federal equivalent providing technical guidance for operation and maintenance activities at a hydroelectric and/or electric generation powerplant, water conveyance facility, or industrial plant; performing operation and maintenance tasks related to electrical and/or mechanical trades; developing work plans and adhering to safety requirements while performing work. OR Education: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR Combination of qualifying specialized experience and graduate education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 07/29/2024.

Education

This vacancy announcement allows substituting education for experience at the GS-11 grade level. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not-qualified for the position.

Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable.
