The primary purpose of this position is to apply technical aircraft maintenance requirements to the oversight of the planning, development, repair, renovation and day to day use of all Maintenance Group facilities.

Duties

Conducts on-site surveys of Maintenance Group assigned facilities to determine the nature and condition of existing facilities and to work out solutions for repairs or alterations to maintain or restore facilities to command standards. Receives and reviews work order requests for repair, modification, conversion or new construction to support the mission of the Maintenance Group. Accomplishes all necessary planning processes on work requests from Maintenance Group Squadron Facility managers, completely planned with cost estimates to present to the Work Request Review Board for their approval and ready to be submitted to the appropriate Civil Engineering function for scheduling (in house, SABER, etc.). Briefs the Maintenance Group and Squadron Commanders on a monthly basis on the status of all work orders and projects pertaining to Maintenance Group facilities. In conjunction with the Deputy Group Commander, establishes Maintenance Group work order priorities to be included in the base facility work plan. Provides input into the formulation of the annual facility requirements budget for the SO-plus facilities assigned to the Maintenance Group. Uses a variety of software applications such as information management programs, Computer Aided Design and Drafting (CADD) programs, and project tracking programs to assist in determining future facility needs. Acts as Facility Manager for the Maintenance Group Headquarters building (Bldg #59).

  • This is a "Key" position. It cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. Unless an alternate can be designated to perform the duties (cond't)

  • The employee will be required to work other than normal duty hours, with short to no advance notice, which will include evenings, weekends, and/or holidays.
  • Recall to duty may be a requirement of this position.
  • Work may occasionally require travel away from the normal duty station. The employee may be required to travel on military or commercial aircraft.
  • The employee will be required to perform duties in the Maintenance Group Control Center during periods of increased readiness, contingencies, and under emergency conditions as well as any time the Crisis Action Team is activated.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for this position.
  • Aircraft Maintenance experience (2AXXX AFSC) is crucial to the successful completion of the work.
  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive information and or files in accordance with established policies and procedures.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Facility Operations Services Series 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project; knowledge of a wide range of aircraft maintenance facility requirements and related Civil Engineering principles, concepts and methodologies sufficient to independently perform work assignments to provide state of the art facilities to support the Maintenance Group mission. Knowledge of and skill in utilizing Computer Aided Design and Drafting (CADD) programs. Practical knowledge of budgetary principles, policies, and procedures as applied to Civil Engineering estimates and calculations for inclusion in the Maintenance Group budget. Knowledge of the installation/command mission and organization. Knowledge of proper handling of classified information. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. with a major study in engineering, industrial arts, property management, or business administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the aircraft maintenance mission to include applicable policies, procedures, and requirements. Knowledge of governing facility management regulations, standards, policies, and procedures. Knowledge of civil engineering concepts and principles and standard engineering practices, methods, and techniques as well as related trade manuals, publications, specifications, in-house drawings, and base computer products. Knowledge of and ability to use a range of software applications to include Computer Aided Design and Drafting (CADD) programs to perform routine design drafting assignments and office automation software sufficient to prepare graphs, charts, and tables, and update facility management web pages. Knowledge of analytical methods and techniques sufficient to resolve technical problems and/or deviations from normal engineering management procedures or program requirements. Knowledge of standardized supply purchases procedures and the use of vendor catalogs to determine and coordinate the ordering required materials through Civil Engineering. Knowledge of safety and security principles, policies, and procedures, to include those pertaining to the handling of classified information. Skill in researching, screening, and reviewing technical data, reports, manufacturers' catalogs, and other guidelines to obtain information. Ability to establish and maintain data and document files concerning assigned projects. Ability to develop sketches from site visits to support customer work request. Ability to communicate effectively, both orally and in writing, and to work cooperatively as a team member in the design of facility projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
