You will serve as a TECHNICAL PROJECT MANAGER in the Fleet Tactical Training Ranges of NAVAL SURFACE WARFARE CTR CORONA DIV. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $134,815).

Duties

You will provide system leadership and support of integration, operations, maintenance, and life-cycle management of Northwest Tactical Training Range (NWTTR) systems. You will support various program offices and system providers which field new capabilities within NWTTR including instrumentation systems, scoring systems, electronic warfare systems, communications systems, etc. You will conduct investigations/studies/analysis on system performance, reliability, maintainability, and supportability. You will respond to emergent requirements from the fleet community and translates them into technical program/project requirements. You will perform analyses of alternatives and business case analyses to include evaluation of technical options to meet the requirements. You will lead engineering project teams on projects that impact the local range and/or the Navy Integrated Training Environment (NITE) Program. You will ensure field engineering projects comply with DoD policies and Cyber Security and network security processes and policies to maintain network security compliance. You will recommend changes to network architecture in concert with Information Systems Security Officer (ISSO) and Information Systems Security Manager (ISSM). You will interface with customers (program office, other Commands, Fleet representatives, industry, etc.) to ensure requirements are being satisfied and to identify any fleet training range support requirements. You will review project budget requirements, implementation time lines, and projections. You will participate in planning and integration of new and/or enhanced range capabilities. You will participate in reviews, integrated program teams, and planning meetings. You will work within a teaming environment in the RS20 range systems and network community. You will serve as the primary NSWC POC for management of COMSEC material associated with Lemoore operations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leading integration, operations, and lifecycle management to support program offices, ensure compliance with security policies, and manage budgets for the optimization or improvement of a training range system.
