This position is a Supervisory IT Specialist, Office of Area Director. Location at the Bemidji Area Office, Bemidji, MN. This position reports to the Executive Officer or designee.
Reduced Area of Consideration: Per IHS Merit Promotion Plan 7-2.4 C, Management has determined that there is likely to be an adequate number of qualified applicants in the local commuting area. Non-Indian preference candidates outside this area will not be considered.
Duties
Regularly provides programming support and review to the RPMS applications.
Responsibility for consulting on a wide variety of information system topics with Tribes and Service Units and is ultimately responsible for system security in the Area.
Provides training to systems analysts, system users, and site managers throughout the Bemidji Area and serves as the Area Information Systems Coordinator (ISC).
Administratively and technically supervises a staff of approximately 11 employees ranging in grades from GS-5 to GS-13.

Qualifications

BASIC REQUIREMENT(S):
Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks:
GS-14: One year of Specialized Experience equivalent to at least the GS-13 Grade Level.
Examples of Specialized Experience
GS-14: Directing and implementing verification and validation (V&V) functions in support of Health Information Technology (HIT) for enterprise infrastructure, software development and application integration. Executing IT Project Management methodologies and techniques, applying policy and planning for the advancement of certified Health Information Technology and promoting interoperability. Developing Business Case and Life Cycle Cost Estimates. Manage multiple project teams, schedules to align a master schedule and resources. Developing Performance Work Statements incorporating IT functional tasks, deliverables, acquisition plan scheduling and cost estimates. Conduct contract administration and management.
Specialized Experience: Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. The employing agency is responsible for defining the specialized experience based on the requirements of the position being filled.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
