This position is located at the Royal C. Johnson VA Medical Center, within the Finance Department. The Financial Manager is to direct a program for the management of financial resources of the VA with the duties and responsibilities of financial staff services including accounting, budgeting, financial reporting, auditing, management analysis, payroll operations, employee travel services, and agent cashier operations; exercising effective control over the financial resources of the organization.
Duties
Major duties and responsibilities include but are not limited to:
Financial Management Duties: 75%
Designing, establishing, and maintaining an integrated financial management system, including budgeting, accounting, and managerial-financial reporting, which furnishes timely data that is used in the direction, evaluation, and control of operations at the various levels of management.
Analyzing national level programs, exceptionally large and complex programs;
Developing, recommending, and implementing budgetary and financial policies;
Interpreting and assessing the impact of new and revised Congressional legislation on the formulation and execution of budgets;
Projecting and analyzing the potential effects on budgetary actions on program viability and attainment of program objectives;
Developing and rendering authoritative interpretations of executive orders, OMB guidelines and directives, and policies and precedents.
Developing proposals concerning alternative methods, sources, and timing of financing for substantive programs.
Developing the strategy for presenting budget for important substantive programs; developing narrative and statistical justification for requesting funds; and briefing management officials on the nature of the testimony to be given to fund granting and approving officials.
Financial oversight of a wide range of financial programs, appropriateness of expenditures, collections of funds and ensuring the fiscal integrity of all financial records at the medical center.
Developing local policies for use by operating officials in preparing budget estimates for their department and service lines.
Responsible for maintaining and validating the VA cost accounting data.
Responsible for the accuracy of various VA on-going budgetary reports.
Responsible for budget formulation, review, evaluation, and execution.
Coordination of a comprehensive Resource Management Quality Control Program.
Providing expert advice to program officials and to accountants, budget analysts, and other specialists on interpretation of accounting, budget, and financial regulations pertinent to systems development efforts or program operations.
Supervisory Duties: 25%
Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines
Assigns work to staff and provides technical and policy direction to their efforts
Reviews completed work of the staff and provides feedback to encourage top performance to enhance the atmosphere of the team
Plans training and development with subordinate employees to assure they acquire and maintain both technical competencies in their fields and cross training in related fields
Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means
Resolves staff complaints concerning working conditions and related matters, and provides referral services, if necessary, to employees who develop personal problems that interfere with effective performance or undermine work group cohesiveness.
Integrates activities of the office into the overall programs and takes actions, as necessary, to make the office a positive contributor to accomplishment of the mission.
Evaluates subordinate supervisors or leaders and serve as the review official for evaluations they prepare for non-supervisory employees.
Work Schedule: Monday - Friday 8:00 am - 4:30 pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Basic Requirements for Positions with Accounting Responsibilities:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED) OR
B. Combination of Education and Experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Background must include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPT REQUIRED) or
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; (COPY OF CERTIFICATE REQUIRED) or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, you must also meet the following specialized experience to qualify at the GS-14 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing, coordinating, and maintaining an integrated system of financial staff services (i.e., accounting, budgeting and managerial financial analysis); ensuring financial transactions are in compliance with applicable regulations and policies; planning strategic and tactical financial plans of a health care system or equivalent; collecting cost distribution data to develop a cost accounting budget; providing comprehensive analysis of program accomplishments in financial terms; and performing various supervisory duties, such as initiating personnel actions, performance evaluations, and resolving differences between program officials.
