The primary purpose of this position is to serve as an assistant to the Antiterrorism and Force Protection (AT/FP) Planner, the Antiterrorism Officer (ATO) and unit-level security and antiterrorism representatives. Also assist in administering the installation's antiterrorism and force protection programs.
Duties
Assists in developing local Antiterrorism/Force Protection (AT/FP) programs and policies for the Antiterrorism and Force Protection Planner and the Antiterrorism Officer's approval. Utilizes knowledge of commonly applied concepts, principles, and practices to help develop and issue written procedures and policies, in the form of supplemental guidance, operating instructions, plans and directives for the installation related to antiterrorism programs.
Collaborates with emergency response and operations functions to help provide the AT/FP Planner with a comprehensive view of risk/risk mitigation, and ensures functions are fully integrated from an operational viewpoint.
Supports the AT/FP Planner on matters involving Antiterrorism/Force Protection (AT/FP) issues.
Applies practical knowledge of Antiterrorism and Force Protection operations to assist in effective guidance, training, and direction to assigned organizations and activities.
Assists with site security studies, projects, assessments, and training activities in relationship to antiterrorism and force protection requirements. Assists with site security studies, projects, assessments, and surveys of the installation in relationship to antiterrorism and force protection activities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions for the Security Administration Series, 0080. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Examples of general experience includes demonstrating the ability to acquire and use knowledge of the basic principles, concepts, policies, practices, and methods of security administration; perform elementary developmental and procedural functions; assist other security specialists and/or perform highly structured, independent assignments such as reviewing requests for personnel or facility security clearances to assure that all required information is provided, requesting missing information from the originators, and granting clearances when derogatory information is absent; reviewing reports of personnel investigations to identify the presence or absence of derogatory information and, with more experienced specialists, reviewing the impact of various kinds of derogatory information on the granting, denying, or revoking of security clearances; assisting experienced specialists in conducting onsite physical or industrial security inspections or assistance visits and assisting in the evaluation of findings and development of recommendations for changes; reviewing requests for information security guidance or assistance, identifying the nature of issues involved, and researching guidelines to identify the general policies and procedures that apply to their solutions. EDUCATION: Applicant must have successfully completed 4-year course of study leading to a bachelor's degree from an accredited college or university and demonstrates the knowledge, skills, and abilities necessary to do the work of a Security Specialist. COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of specialized experience and education as described above and must be directly related to the work of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Practical knowledge of commonly applied security concepts, principles, and practices to review, analyze, and resolve moderately complex security problems.
2. Knowledge of DoD and Air Force antiterrorism and force protection doctrine, policies, and instructions to coordinate objectives and develop plans for interrelated security programs.
3. Knowledge of security program relationships to make recommendations allowing for differing program requirements, and multiple security objectives.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting information to leadership.
5. Ability to prioritize and recommend resourcing strategies for the correction or mitigation of AT vulnerabilities on the installation.
6. Ability to assist evaluation teams in developing realistic and relevant scenarios to exercise and validate the AT program.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
