Duties
The selectee will serve as a Program Manager (Acquisition) in the Office of Strategic Intelligence and Information. Typical work assignments include:
Oversees the full range of acquisition planning and management functions required to support the development, acquisition, integration, and fielding of information technology or other systems. Implements and develops life-cycle cost estimates for assigned program areas.
Manages, directs, oversees and implements acquisition policies and procedures as they apply to the development, acquisition and operations of programs and projects acquired for the USSS to improve the efficiency and effectiveness of the programs.
Serves as a Contracting Officer's Representative in managing awarded contracts. Performs or oversees contract management functions such as monitoring and ensuring compliance on all assigned contracts.
Evaluates contractor performance and assures compliance with contract requirements throughout the life cycle of the contract/program.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below
GS-14: You qualify for the GS-14 level (starting salary $139,395.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Conducting studies on acquisition life cycles to provide guidance on acquisition processes;
Coordinating acquisition of contracts or products for an organization; and
Monitoring program performance to recommend plans for initiatives, proposals, and/or projects.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
Selective Placement Factor(s): Selective placement factors are applied in the same manner as minimum qualification requirements. Relevant selective placement factor experience must be well documented in your resume. Failure to meet a selective placement factor will result in you not receiving further consideration. In addition to the minimum qualifications described above, you must meet the following selective placement factor(s):
Federal Acquisition (FAC) Mid-Level or Defense Acquisition Workforce Improvement Act (DAWIA) Level 2 or PM Practitioner-Level Certification in Program and Project Management (P/PM) is required.
FAC or DAWIA Level II Certification as Contracting Officer Representative is required.
