You will serve as an ADMINISTRATIVE OFFICER in the ADMINISTRATIVE DIVISION of AIMD JACKSONVILLE.
Duties
You will be responsible for performing, planning and/or directing the work of employees engaged in the provision of support service functions that require the application of specialized knowledge and skills.
You will assign and track command action items to meet deadlines.
You will be responsible for the oversight and allocation of a multi-million dollar travel budget.
You will provide projected expenditures and quarterly travel, supplies, and material budget data to management.
You will serve as oversight for the Government Travel Card program and ensure credit cards are issued and activated for command personnel.
You will ensure program personnel are properly appointed, trained and capable of performing their duties.
You will coordinate, review and manage military and civilian award recommendations and record them per DoN and OPM instructions and procedures.
You will proof read for clarity and compliance with established division and department directives, regulations and practices and review/control all outgoing correspondence.
You will screen incoming correspondence and determine which action office should prepare the response.
You will assign due dates and prepare action route slips, prepares weekly report on the status of controlled correspondence.
You will survey correspondence practices on a continuing basis to discover opportunities for improvements in correspondence preparation and production.
You will act as central reference point for the issuance of command directives, local command policies (LCP) and Memorandums of Understanding (MOU’s) and Memorandums of Agreement (MOA’s).
You will ensure records are managed per the DoN records management policy and procedures.
You will manage message traffic, determine action/information recipients, ensure electronic copies are sent to appropriate divisions or staff.
You will supervise and manage a variety of administrative, military and civilian personnel support, personnel and information security, and administrative support services to the command.
You will receive, assess and coordinate timely responses of all data calls required or requested by higher authorities that are within the Administrative Division’s area of cognizance.

Qualifications
To qualify for the ADMINISTRATIVE OFFICER, GS-0341-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using Navy administrative program principles, concepts, policies, and objectives, including both civilian and military personnel and performance systems.
Experience demonstrating management principles and procedures including the ability to develop and implement problem solving techniques while supervising an interdisciplinary staff and handling multitasking.
Experience using Security administration and procedures, including Personnel, Information, and Physical Security.
Experience using financial management and software/systems, such as the Defense Travel System (DTS).
Extracting and compiling information from multiple sources to create financial management or budget/execution reports using various business tools and applications
Experience, both written and verbally, in preparing and presenting papers, reports, statements of work, and deliver briefings to the Commanding Officer and Executive Officer in a clear, concise and logical manner.
Experience learning, applying, and using new software, systems, procedures and policies to meet administrative and personnel command requirements and tasks.
Experience utilizing the Online Navy Command Message Traffic Archive (OIX) system including knowledge of casualty reporting and message release requirements.
Experience using mail system controls and correspondence processing procedures and the ability to classify and cross reference materials, process action correspondence and other documents.
Experience exploring solutions to administrative issues and suggesting actions based on knowledge of policies, procedures and precedents applicable to printing, directives, forms, and report management to draw conclusions and determine course of action.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., that is related to this position being filled.
