About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the HQDA Field Operating Agencies and Staff Support Agencies, G-3 Operations, Readiness and Mobilization at the Pentagon, VA.
Duties
Serves as a Resource Management Officer within the Operations and Technology Division, Operations, Readiness, and Mobilization Directorate, HQDA ODCS G-3/5/7, Department of Army.
Provides budgetary technical leadership for all staff elements and commands/activities with budget reporting responsibilities
Administers a complex annual budget of direct and reimbursable funds involving multiple appropriations, which are received from the Department of Defense (DoD) and several Army Agencies and commands.
Ensures compliance of the budgetary process with governmental law and regulatory guidance, Budget/DoD/HQDA policies and procedures.
Supports the development, planning, and budgetary execution of Department of the Army Special Access Programs (SAPs) and sensitive activities (SAs).
Serves as the Division’s technical and coordinating authority on all matters pertaining to budget execution and funds realignment.
Identifies actual or potential funding problems and recommends solutions in concert with advising Senior Leadership on all matters pertaining to the budget while emphasizing and explaining budget limitations, program requirements, and directive.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Must be able to obtain and maintain a Top-Secret clearance based on a single-scope background investigation (SSBI) and be eligible for sensitive compartmented information (SCI) indoctrination.
- TDY may be required 25% or less of the time.

Specialized Experience: One year of specialized experience which includes 1) executing a Special Access Program (SAP) budget which includes manpower utilization and long-range budget planning; 2) documenting justification of manpower requirements/authorizations; AND 3) advising high level stakeholders on resource management functions such as budget estimates and the formulation of budget requests within the constraints of SAP security. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
