Duties

WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Facilities Management and Security Services Operations East The following are the duties of this position at the full working level. Ensures that maintenance work on commercial mechanical and electrical equipment, cooling towers, plumbing systems, lighting, decorative fountains, roofs, entrance doors, drainage systems, etc is completed according to all proper rules, regulations, federal, state, and local laws and statutes and conforms to all legal and regulatory requirements. Reads and interprets the Operations & Maintenance (O&M) contract in order to determine if the contractor is in compliance with the terms of the contract. Analyzes technical contract requirements with the O&M Contracting Officer (CO)/Contracting Officer's Representative (COR) during contract renewal by providing written/oral technical specifications and problems encountered with the previous contract. Serves on the technical evaluation board. Reviews contract documents and investigates space and minor maintenance operations issues. Investigation covers all commercial building systems, mechanical systems (pumps, motors, heating air conditioning, cooling towers, boilers, chillers and sewage treatment plant), electrical systems (interior and exterior lighting, switch gear, uninterruptible power supply, generators, power distribution units, stationary lead acid batteries and transformers), fuel systems, fire alarm and suppression systems, irrigation systems, audio visual systems, hazardous materials, roof and structural systems impacted and to determine pre-existing conditions. Reviews, consults and inspects the work of contractors on all commercial building systems before, during, and after space renovations. Prepares written technical findings resulting from the inspection of contractor work completed. Presents findings to manager, higher graded employees, contracting officers and vendor. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: BASIC REQUIREMENTS (IOR): EDUCATION: To meet education requirements, you must have undergraduate and graduate education: Major study -- engineering, industrial arts, property management, or business administration. OR SPECIALIZED EXPERIENCE (for positions above GS-5): Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. AND SPECIALIZED EXPERIENCE/EDUCATION GS-09: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of and skill in applying a range of concepts, practices, regulations, and policies associated with maintenance services programs. Experience using knowledge of state and local Hazardous Materials rules and regulations as provided by Environmental Protection Agency (EPA), OSHA (Occupational Safety and Health Act), and local Environmental Departments in order to determine the proper removal and clean up situation required when Hazardous Material are identified; Experience using analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify support services problems and issues; Experience assisting with contract administration sufficient to identify problem areas/trends, to ensure contract conditions are met; Experience using knowledge of programs including word processing, spreadsheets and data base applications such as CMMS (Computerized Maintenance Management System) to prepare documents, input data, compile and generate reports. OR EDUCATION: You may qualify based on education as follows: A master's or equivalent graduate degree in a related field of study such as engineering, industrial arts, property management, or business administration. OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as engineering, industrial arts, property management, or business administration. OR LL.B. or J.D., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of qualifying graduate education and experience. SPECIALIZED EXPERIENCE/EDUCATION GS-11: In addition to the basic requirements, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes: Demonstrated knowledge of and skill in applying a range of concepts, practices, regulations, and policies associated with maintenance services programs; (i.e., workplace standards, commercial electrical and mechanical equipment acquisition, safety, security, etc.) Experience using knowledge of the various external/internal regulations, policies, and standards such as Americans with Disabilities Act (ADA), OSHA (Occupational Safety and Health Act), National Fire Protection (NFPA), air quality, commercial engineering and product standards sufficient to ensure advice/guidance complies with established rules and laws. Experience using analytical and evaluative techniques, both qualitative and quantitative, sufficient to identify, evaluate, and recommend modifications to work methods; Experience using contract administration methods and techniques sufficient to interpret and monitor established contracts, to identify problem areas/trends, recommend modifications to increase efficiency and effectiveness and ensure contract terms and conditions are met; Experience using knowledge of various automated systems and software programs such as: Building Automation System (BAS), CMMS (Computerized Maintenance Management System), MS Word, Excel, Project Management, Computer Assisted Design (CAD), etc. in order to manage and carryout various program assignments. OR EDUCATION: You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a related field of study such as: engineering, industrial arts, property management, or business administration. OR Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a related field of study such as: engineering, industrial arts, property management, or business administration. OR LL.M., if related. OR COMBINATION OF EDUCATION AND EXPERIENCE: You may qualify with an equivalent combination of education and experience. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
