This position is located in the Small Business Administration, Office of Investment and Innovation (OII) in Washington, DC. Serves as the OII Data Scientist and technical data authority responsible for providing advanced data analysis involving the application of scientific data methodologies, models, and algorithms to transform large amounts of raw data, and develop analytical tools and processes to gain critical insight, vision, problem anticipation and resolution across business lines.
Duties
This position is located in the Office of Investment and Innovation (OII). OII promotes small business and startup investment and innovation by providing access to capital, networks, and assistance critical for businesses to incubate, expand and sustain. OII partners with Small Business Investment Companies (SBICs), Innovation Accelerator Networks, Universities, and the SBIR (Small Business Innovation Research)/STTR (Small Business Technology Transfer Program community).
Conducts statistical analysis and explores data to identify trends, make informed data driven predictions, develops meaningful program data and information, and relevant conclusions.
Performs system analysis to identify strategic recommendations regarding data collection, integration, and retention, taking into account business requirements and best practices and in support of the development of new system requirements.
Participates in training Office of Investment and Innovation (OII) staff members in the efficient use of the assigned reporting and information system(s) and their capabilities.

Qualifications
Basic Requirements:
A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. You MUST submit transcripts (official or unofficial) with your application or you will be rated ineligible for consideration. If selected, official transcripts will be required. Transcripts must include the name of the college or university and date the degree was conferred.
OR
B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. Transcripts (official or unofficial) must be submitted in support of this response. If selected, official transcripts will be required.
AND
For GS-1560-13: One year of specialized experience equivalent to the GS-12 grade level in the Federal service obtained in either the private or public sector that includes:
Managing Data Systems; and
Producing publishable quality data reports; and
Teaching others data skill using created training manuals; and
Apply Big Data processing languages (such as Python, R, C#, Java) to perform ETLs of data, develop analytical visualizations with tools like (AWSQuicksight, Tableau, PowerBI), and solutions to complex problems; and
Presenting, defending, and leading data driven decision-making within the organization, agency, and with industry leaders.
