This position is located in the National Ocean Service (NOS), Management and Budget Office (MBO), with one vacancy in Silver Spring, MD, Charleston, SC, Chesapeake, VA.
Duties
As an Administrative Officer, you will perform the following duties:
- Integrate financial, administrative, and human resource expertise to support strategic objectives and related projects and initiatives for a management and budget office with about 50 employees and a budget of approximately $30,000,000 from multiple funding sources.
- Develop budget requests for the office, the internal allocation of provided budgets, and the day-to-day execution of the budgets, providing effective analysis, advice, and counsel to senior officials on budget execution.
- Plan, direct, and evaluate the office's needs for administrative services within allotted and apportioned funds, including procurement, travel, agreements, equipment, property, and records.
- Evaluate, recommend, and facilitate implementation of new approaches and alternatives to current or anticipated budget, administrative, and human resource operations. Develop Standard Operating Procedures (SOP), memoranda, proposals, and other written guidelines.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13:
SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or (GS-12) in the Federal service. Specialized experience MUST include all of the following:
- Integrating financial, administrative, and human resource expertise to support strategic objectives and related initiatives and projects;
- Developing budgetary requests and internal allocations, and administering budgets to track and analyze spending for multiple programs or priorities;
- Executing administrative operations or programs for an office to include purchases, travel, property management, and facilities and space management; and
- Evaluating and implementing procedural improvements for budgetary and administrative processes.
