About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W6EC01 US ARMY ACQUISITION SUPPORT CENTER.

Duties

Serves as a Senior Program Analyst responsible for short-and long-range planning, review, analysis, and evaluation of program goals and objectives; acquisition management; etc., for the Division. Responsible for providing expert advice and guidance within multiple budgetary areas including (1) execution; (2) review and analysis; and (3) financial reconciliation. Provides required inputs for Information Advantage Division (IAD’s), portions of various fiscal programs such as the TSMO Operating Budget, Program Objective Memorandum (POM) submissions, and Program Analysis Resource Review (PARR). As the Contract Officer Representative (COR), creates, staffs, and tracks Contract Requirement Packages (CRP) in support of programmed and reimbursable mission needs. Monitors General Fund Enterprise Business System (GFEBS), Standard Operations and Maintenance Army Research and Development System (SOMARDS), and Accounting System by element of resource (EOR) and by Budget Activity (BA). Prepares obligation documents and numerous reimbursable orders from several sources (i.e., Navy, Marines, Air Force, and Office of the Secretary of Defense) on funding availability. Develops effective processes to support Secure Environment Contracting (SEC) activities, special contracting outside of the Federal Acquisition Regulation (FAR) such as 10 U.S.C. 2373, and Sole Source contracts per defined FAR exemptions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires Temporary Duty (TDY) travel up to 25% of the time.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 (or equivalent) investigation.
  • This position requires the employee to submit a Confidential Financial Disclosure Report (OGE-450) upon entering the position, and annually thereafter. See the Additional Information section.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification. See the Additional Information section.

Experience in applying principles, practices, and methods of budget execution to determine whether obligations and executions requested are within funding guidelines. AND 3. Experience in performing analyses of program objectives, cost, schedule, and performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13).
