This position is located at the National Cemetery Administration in Washington, District of Columbia. The primary purpose of this position is to perform total case management of claims evaluation activities for Government-furnished memorial products, including headstones, markers, medallions, plaques, and urns.

Duties
In a paperless environment, receives, reviews and processes claims for Government-furnished memorial products, Claims are for Post WWI deaths occurring in the distant past, or replacement of existing memorial products. Reviews all electronic supplemental and subsidiary documents relating to a claim while ensuring they are retained in the application system. Determines and makes appropriate disposition of all documentation. Determines eligibility, approves, suspends, or disapproves claims based on eligibility criteria established by federal law, implementing regulations and departmental policy. Claims for replacements are processes in accordance with VA's headstone and marker replacement policy.
Formats and approves inscription for memorial products, ensuring they correct, complete, and aesthetically pleasing and in accordance with VA inscription policy. Independently makes determinations on inscription item placement problems when headstone or marker cannot accommodate the
required/desired inscription. Consults with the Site Supervisor on inscription issues, which are complex or unusual in nature and require inscription policy interpretation for which no precedent exists. Makes recommendations and proposes alternative solutions to the Site Supervisor for resolving complicated inscription issues. When appropriate, approves additional inscription items, requested by applicants, to be included on Government-furnished memorial products. Exercises sound judgement in approving requests for additional inscriptions based on policy and in-depth knowledge of subject matter.
Performs public outreach as needed.

Qualifications
To qualify for this position, applicants must meet all specialized experience and time in grade requirements within 45 days of the closing date of this announcement, 07/26/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 45 days of the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If your most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one year time-in-grade, as required by the announcement. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade.

You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated appreciation of US military history; analyzing data; preparing graphs, charts, presentations, maintaining a database system; using automated data processing equipment to generate a variety of reports; typing letters, memos, reports, etc. in final form; processing incoming and outgoing materials such as correspondence, reports, memoranda, and other forms of written communication; establishing priorities and setting deadlines; providing an interpretation of policies; gathering data; preparing reports, and making recommendations; develop findings, recommendations, and justifications.
