This position is located in Facilities Engineering Service within the VA St. Louis Health Care System (VASTLHCS). The incumbent is responsible for day to day technical oversight of projects during design and construction. This position is unique with the VASTLHCS and has a wide scope which covers complex issues with the existing building systems and construction projects within the service.

Major duties include, but are not limited to: Inspects construction work to ensure construction operations are in compliance with plans and specifications and existing building systems. Interprets plans and specifications to ensure workmanship is up to standards commonly performed and accepted by crafts and industry, and that materials used are in compliance with specifications and coordinated with existing building systems and conditions. Advises on agency criteria and policy and interpret plans and specifications. Assures that materials being used meet plans and specifications as to grade, disposition, dimensions, consistency, value, or other characteristics. Monitors contractor's compliance with project specific environmental plan(s). Prepares daily inspection reports listing inspections performed, conversations, disputes, work accomplished, safety, and other applicable project data. Ensures quality design by providing critical review of construction documents, specifications, and construction process. Consults with supervisor and facility staff for practicability, anticipated physical obstructions and other construction difficulties due to existing building conditions. Attends and participates in pre bid conferences to inform bidders of existing building conditions and systems. Proposes contract changes to supervisor including presentation of data as basis for substantiating contract modifications. Continually reviews and monitors safety policies, facility standards, building codes and regulations to effect compliance with safety provisions of the contract to the extent commensurate with assigned position in the organization. Promotion Potential: The full performance level of this position is GS-12. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Full-Time, Permanent. Physical Requirements/Work Environment: Incumbent is required to work both inside on hard concrete surfaces and outdoors on uneven surfaces in all types of weather conditions. Work involves regular and recurring exposure to moderate risks and discomforts, such as dust, strong odors, or fumes from fuels, chemicals, or engine exhaust: high levels of noise and vibration, dust, grease, electrical hazards, uncovered moving parts of machinery, moving machinery; or outdoor conditions involving moderate exposure to rain, cold/hot weather, and icy weather. The work environment requires wearing special protective items of clothing. The work requires physical exertion such as long periods of standing, walking over rough, uneven, or slippery surfaces, reoccurring bending, crouching, stooping, stretching, climbing, or similar activities. Lifting of heavy items weighing 50 pounds or more. Regular visits to construction sites will require climbing of ladders, working on scaffolding, and performing inspections in tiring and uncomfortable positions.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-10 position you must have served 52 weeks at the GS-9. For a GS-11 position you must have served 52 weeks at the GS-10. For a GS-12 position you must have served 52 weeks at the GS-11. You may qualify based on your experience and/or education as described below: Construction Control Technical Series, 0809 Individual Occupational Requirements Education and Training Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as drafting, surveying, mathematics, physical science. NOTE: Graduate education or an internship meets the specialized experience required above GS-5 only in those instances where it is directly related to the work of the position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR, Experience: Specialized Experience (for positions at GS-4 and above): Examples of qualifying specialized experience include: Engineering aid or technician or surveying technician performing work directly related to construction. Construction inspector or construction representative responsible for interpreting plans and specifications, inspecting materials and workmanship, and insuring adherence to safety requirements. Supervisor of crafts persons, equipment operators, or mechanics engaged in construction work, provided that the experience involved responsibility for interpreting plans and specifications and inspecting workmanship for adherence to such plans and specifications. AND Grade Determinations: GS-10 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to deal with organizational personnel, as well as individuals in the public and private sectors. Oral communications usually reflect perceptiveness and tact; Inspects construction work to ensure construction operations are in compliance with plans and specifications and existing building systems; Able to interpret plans and specifications to ensure workmanship is up to standards commonly performed and accepted by crafts and industry, and that materials used are in compliance with specifications and coordinated with existing building systems and conditions; Prepare daily inspection reports listing inspections performed, conversations, disputes, work accomplished, safety, and other applicable project data. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree, or 2.5 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-10) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serve in the consultant role for construction management oversight and provides progress reports to local management regarding time schedules, construction progress, and/or makes any recommendations for change; Inspect and investigate construction at all stages to identify problems, report potential problems, and take timely action to recommend changes to solve problems; Review final plans and specifications for construction feasibility and practicality as they pertain to the existing facility conditions and systems; Assists supervisor with preparing modification documents which involve design changes for differing site conditions, variations in quantity estimates, changes in specifications end drawings, etc., resulting from deficiencies encountered during the construction phase. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or (3) three full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this Construction Control Representative position? GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducts wage and labor compliance interviews, submits written reports on all discrepancies to supervisor; Reviews specification packages, design drawings and independent government cost estimates for bid ability and constructability; Review as-built drawings throughout construction and recommend acceptance of final as-built drawings; Reviews and analyzes plans and specifications, submittals, site conditions, and proposed construction schedules to determine action necessary to correct deficiencies through modification of the contract; Determines, within the intent of plans and specifications, the degree of tolerance to be granted or compromises to be made, the acceptance of contractor's methods and techniques, and any allowable deviations.
