This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Army Materiel Command Deputy Chief of Staff, G-6 (CIO) Cyber Security Division, Cyber Security subject matter expert and Team Leader of the Cyber Security Team. This position is located in Redstone Arsenal, Alabama.
Duties
Perform comprehensive information systems security analysis determining the impacts, risks, and vulnerabilities/threats based on various system configurations and architectures collaboratively across the enterprise.
Analyze data and prepares recurring progress/status reports and exception/problem reports, to ensure that all concerned parties are notified of project status and problem areas; establishes and tracks project schedules and costs.
Evaluate critical deficiencies and strengths in information technology and control system capabilities and assesses the effect of such deficiencies and strengths on the organization's ability to meet Army readiness goals.
Develop and executes the strategy for gathering and analyzing data to drive meaningful risk assessment and potential impact to the mission.
Conduct reviews of program and fielded cyber security activities to evaluate conformance with cyber security policies, risk management framework, and practices.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires Information Assurance Management (IAM) Level III certification, or the incumbent must be able to obtain certification within six (6) months of appointment in accordance with DoDD 8140.
- Required to satisfactorily complete the appropriate training to obtain and maintain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program.

Specialized Experience: One year of specialized experience which includes creating cybersecurity strategic plans, policies, and procedures; applying laws and policies affecting IT security operations; assess cybersecurity risk utilizing the Risk Management Framework (RMF) and Privacy Programs; identifying and analyzing problems and solutions to individual, organizational and enterprise level problems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13.
Additionally, an IT Specialist at this grade level must have IT-related experience demonstrating each of the following four competencies:
1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include leading others by setting the standards for the quality of work, even in the most difficult and/or high-pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards; (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize Cybersecurity planning sessions that elicit ideas for improving customer service and support (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement; (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make risk-based recommendations. Examples of IT-related experience demonstrating this competency include providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
