The position is located at the Tampa, Florida, VA Sunshine Healthcare Network Office (VISN 8). VISN 8 is VHA's largest system of hospitals and clinics serving a population of more than 1.5 million Veterans in a vast 64,153 square mile area spread across 79 counties in Florida, South Georgia, San Juan, Puerto Rico and the U.S. Virgin Islands.

Duties

This position has the responsibility for implementing and maintaining a sound environmental sanitation program, an effectual interior design plan, responsive minor maintenance program of the buildings, a cost-efficient laundry, linen, uniform operation, and effective transportation, grounds maintenance, waste management, integrated pest management, and recycling programs for all healthcare entities under the authority of the VISN 8 Sunshine Healthcare Director. Other duties include, but are not limited to: Oversees/directs the objectives, plans, management systems and procedures of environmental management for the following functions/programs: Healthcare, Environmental Sanitation, Integrated Pest Management Program, Textile Management Program, Interior Design Program, Waste Management Program and Environment of Care (EOC) Monitoring Interpret, develops, and gains approval for the implementation of laws, regulations, rules and orders regarding the environmental and program responsibilities Guides implementation of federal requirements for national programs as directed by public law or executive order Determines the need for and allocation of resources including accounting for their effective use while considering a broad spectrum of factors when making decisions including requirements of the Joint Commission on Accreditation of Hospitals and the Occupational Safety and Health Administration, public relations, effect on other hospital activities, and economic impact Compliance of policy, legislation, and regulations through accompanying provisions of governance for the respective programs ensures that VISN 8 healthcare facilities provide a safe and sanitary environment. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. While there is no educational requirement for this series' grade level (GS-14) applicants must meet the individual Occupational Requirements listed below: Individual Occupational Requirements: Education Undergraduate Education: Major study -- chemistry or biological sciences, sanitary science or administration, institutional sanitation or administration, hospital administration, hotel administration, public administration, business administration, or other fields related to the position. Graduate Education: Major study -- public health or business administration with emphasis in hospital administration. OR Specialized Experience: Experience in two or more of the following areas, or other work related to the position to be filled: Experience Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience in interior design management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. In addition to Individual Occupational Requirements described above, you must meet the required specialized experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Experience in one or more program and/or functional areas that provided knowledge of the EMS program principles and procedures (i.e. Healthcare, Environmental Sanitation, Integrated Pest Management Program, Textile Management Program, Interior Design Program, Waste Management Program and Environment of Care (EOC) Monitoring. Experience applying administrative laws, policies, regulations, and precedents applicable to the administration of the environmental management program. Experience that provided knowledge and application of Statutes, regulations, licensing/permitting requirements, governmental regulations of environmental programs and waste management. Providing advisory, reviewing, evaluating, education and/or training, negotiating or problem-solving services as a troubleshooter specialist or coordinator on specific problems, projects, programs, or functions (i.e. developing, coordinating, reviewing, and evaluating implementation of work plans, including estimates of staffing needs, equipment, and supplies and detailed instructions necessary to carry out the plans, for complex long term toxic waste cleanup projects). Understanding, interpreting and applying administrative policies and precedents, City, State, and Federal laws, VA Directives, Executive Orders, agency regulations, scientific and technical references. Initiative and resourcefulness in deviating from refining or extending traditional methods and practices or recommending new or substantially modified methods, criteria or policies. Experience applying extensive specialized knowledge in the fields of environmental hospital sanitation, laundry operations, vehicle patient transportation systems, grounds maintenance, interior design, painting, minor building maintenance, comprehensive medical and biohazardous waste management systems, and effective integrated pest management operations in a hospital setting. Physical Requirements: The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; or recurring lifting of moderately heavy items, such as typewriters and record boxes. The work may require specific, but common, physical characteristics and abilities, such as above average agility and dexterity. Work Environment: The work involves moderate risks or discomforts that require special safety precautions, e.g., working around moving parts, carts, or machines; exposure to contagious diseases or irritant chemicals. Employees may be required to use protective clothing or gear, such as masks, gowns, coats, boots, goggles, gloves, or shields. As it relates to the duties and responsibilities the incumbent will be traveling to each VISN 8 VAMC to inspect the grounds, laundry and other VAMC grounds where he/she will encounter health hazards, exposure to chemicals and other moving vehicles and machinery.
