The primary purpose of this position is to manage the 56 FW/HC Catholic program and to assist the Wing Chaplain in fulfilling the Chaplain Corps' mission of ministry to the Roman Catholic personnel at Luke AFB.

Duties

Plans, organizes, and directs the activities of the Base Chapel Catholic community, ensuring that the Catholic program complies with legal and regulatory requirements and meets customer needs. Exercises management oversight responsibilities. Advises and provides counsel to contractors and volunteer staff regarding policies, procedures, and directives of management. Represents 56 FW/HC and the Catholic community to a variety of installation and functional area organizations. Provider of Catholic Worship, Roman Catholic Liturgy, Rites and Pastoral Care.

  • Performs other Catholic related duties as assigned by the Wing Chaplain. Dress professionally and appropriately.
  • Must be able to obtain/maintain background checks IAW Public Law 101-647.
  • May be required to work uncommon tour of duty to include evenings, early morning, weekends, extended hours and emergency ministration. Wing Chaplain or designated representative reserves the right to change the schedule, as needed.
  • Will be required to perform one week of on-call chaplain duty on a rotational basis.
  • Required to maintain a minimum of 4 office hours four days a week (not including lunch hours, Masses, etc.) on a schedule approved by the Wing Chaplain.

Qualifications

There are no OPM qualifications for the Chaplain Series 0060. These positions are in the excepted service, and agencies establish their own qualification requirements for them. QUALIFICATIONS FOR GS-0060-11 (IAW DoDD 1304.19, "Appointments of Chaplains for the Military Services"): Applicant must have two years of religious leadership experience for an active component appointment to qualify for GS-11. You must have professional experience which has demonstrated both practical pastoral knowledge and skill, and ability to minister in a pluralistic setting. AND EDUCATON: Applicant must have a baccalaureate degree with not less than 120 semester hours (180 quarter hours) from a qualifying educational institution. (You must submit copies of college transcripts.) AND Applicant must have post-graduate degree in the field of theological or related studies from an accredited institution, with not less than 72 semester hours (108 quarter hours) of graduate-level work. Related studies may include graduate courses in Pastoral counseling, social work, religious administration, and similar disciplines when one-half of the earned graduate credits include topics in general religion, world religions, the practice of religion, theology/religious philosophy, ethics, and/or the foundational writings from the applicant's religious tradition. (You must submit copies of college transcripts.) AND Applicant must be able to get ECCLESIASTICAL ENDORSEMENT. Receive ecclesiastical endorsement from a religious organization meeting the administrative qualification of DoDD 1304.19, "Appointment of Chaplains for the Military Services." (NOTE: ECCLESIASTICAL ENDORSEMENT will be done after selection, so no letter is required at application stage.) KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Scripture, teachings of the Roman Catholic faith and Canon Law. Knowledge of the role of Catholic clergy in a diverse and pluralistic military religious environment. Ability to oversee a comprehensive Catholic religious education program serving up to 127 adults and children. Ability to assist Traumatic Stress Response counseling, Pastoral Crisis Intervention and Suicide Prevention counseling. Ability to work well with chaplains and chaplain assistants in and ecumenical/interfaith setting. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
