This position is located at the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Zablocki VA Medical Center, Milwaukee, WI in the Nutrition and Food Service (N&FS) department. The primary purpose of this position is to serve as the Supervisory Administrative Officer (AO) for N&FS and is responsible for the coordination and monitoring of all Nutrition & Food Service administrative programs.
Duties
The position functions as an, extension of the Chief/Assistant Chief, Nutrition & Food Service and professional staff, as well as representing N&FS with other service lines, in explaining service policies and assisting staff in implementing them. As a member of the administrative team, the incumbent is required to participate/present in meetings with leadership, various interdisciplinary committees to address administrative management issues, resolve problems and provide recommendations. Communicates effectively both written and verbally and employs a high level of tact and diplomacy in order to maintain a positive, professional image of N&FS.
Oversees and facilitates the administrative management for Nutrition & Food Service. Independently develops, plans, issues and implements procedures to comply with , directives concerning administrative matters. Analyzes and evaluates problems, makes recommendations, and devises solutions to systems administration, training management, publication management and data management within the division. Designs and implements policies and procedures to manage administrative and personnel related functions. Tracks and trends data related to administrative management of service line. Reviews and evaluates guidance on various functions and procedures, identifies problem areas and implements or recommends actions to improve procedures and increase efficiency, eliminate problems and conform to policy requirements.
Serves as the principal advisor to personnel on administrative management program issues. Compiles information prepares administrative reports for management briefings, and shares with work groups. Provides full staff assistance on administrative matters. Plays a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the facility, VISN and VACO activities. Establishes internal procedures to secure adequate control in terms of deadlines, progress reports and directives. Manages projects that involve N&FS.
Promotion Potential: The GS7 and GS9 selectees may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS9 position you must have served 52 weeks at the GS7. For a GS11 position you must have served 52 weeks at the GS9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have ???????successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.

Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of an Administrative Officer position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.
