The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory civilian and military employees assigned to the Fitness and World Class Athlete Program Branch.
Duties
Plans, organizes, and directs the activities of the Fitness and WCAP Branch, ensuring that fitness and WCAP activities complies with legal and regulatory requirements and meet customer needs.
Exercises supervisory personnel management responsibilities.
Represents the Fitness and WCAP Branch with a variety of installation and functional area organizations.
Develops fitness center staff training curricula as needed and composes Air Force-quality briefings, papers, presentations, and correspondence.
Plans and directs the Fitness and WCAP Branch's appropriated fund (APF) and non-appropriated fund (NAF) operational budgets.
Requirements
- Work may require frequent travel away from the normal duty station as directed by supervisor, sometimes on short notice, traveling via military/commercial aircraft or other designated means.
- Physical fitness training courses and assessments require physical dexterity and ability; other duties may require moderate physical exertion, to include lifting up to 30 pounds, climbing stairs, and/or walking multiple miles total in a single day.
- A bachelor’s degree in related field is required. Examples of acceptable degrees include but are not limited to: physical education, exercise science/physiology/kinesiology, sports medicine, health and fitness management.
- Must maintain a fitness industry professional organization certification CPR certification. Note: certifications the member chooses to maintain beyond the two specified here will be renewed on personal time with personal funds.
- This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).

Qualifications

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

Education
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: I have a Bachelors or graduate/higher level degree in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position AND I have, or will have within 120 days of the closing date, one year of specialized experience equivalent to the GS-12 grade level (or equivalent under an alternate pay system in the federal service, military, or private sector). Specialized experience includes the following: Using a working knowledge in the field of kinesiology, exercise physiology, or sports medicine and its application to graded exercise testing, exercise prescriptions, physical and academic training, fitness program development, nutrition, weight management, and positive lifestyle modification. Developing and conducting fitness facility assessments, designs, and evaluation to include ability to analyze deficiencies. Managing and administration of fitness and sports facilities, equipment, digital and physical programs, staff, TDYs, PTDYs, volunteers, and related contract processes and ability to use this knowledge to interpret, apply and evaluate, and/or revise fitness/sports/e-sports related standards, instructions, manuals, training courses, visual aids, and other correspondence. Preparing or providing feedback for performance appraisals. Establishing and revising work methods and performance standards for subordinate employees

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and experience working in the field of exercise physiology management. Familiar with application to graded fitness testing, physical training, fitness program development, and nutrition.
Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to analyze, plan, and adjust work operations of one or more sections to meet organizational requirements and objectives within available resources.
Ability to communicate effectively, both orally and in writing. Ability to compile Air Force-style documents and presentations using provided templates and/or the Tongue and Quill.
Professional knowledge and skill in developing fitness facility assessments, designs, and evaluations to include ability to analyze deficiencies as mandated in DoD and AF standards.
Ability to manage fitness facilities, equipment, staff, TDYs, and related contract processes. Ability to use this knowledge to interpret, apply and evaluate fitness standards and other materials.
Knowledge of the needs and talents of elite-level athletes. Uses this knowledge to analyze participation in appropriate training plans or competitions and to assess continuing suitability of WCAP members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
