The primary purpose of this position is: To serve as the Learning Services Division Resource Analyst with responsibility for planning, developing, executing, and oversight of the overall program budget, cost, and analysis functions.
Duties
As mastery-level resource analyst, plans, organizes, and oversees complex budget formulation activities involving preparation of detailed analyses of annual and/or multi-year budget estimates for technology-based learning services.
Performs long-term forecasting and complex budget execution and administration activities which requires a mastery-level understanding and background in monitoring obligations incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, transfer of funds from other services and/or agencies, and refunds.
Provides mastery-level direction, advice, assistance, and guidance on budgeting and related information for DoD, Air Force and Space Force level learning services activities.
At a mastery-level, leads and performs specialized, individual economic analyses and impact studies in support of a variety of budget programs.
Uses automated budgetary system(s) and computer-generated products in accomplishing budgeting assignments.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or private sector) which includes mastery in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions (i.e., internal activities or functions such as supply, budget, procurement, or personnel which serve to facilitate line or program operations). Expert knowledge of pertinent laws, regulations, policies and precedents which affect the use of program and related support resources (people, money, or equipment) in the area studied. Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the organization; Expert knowledge is used to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of multiple budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned organization(s).
Knowledge of missions, functions, goals, objectives, work processes, and sources of funding pertinent to learning services acquisitions and support programs.
Skill in the application of analytical methods and techniques, mathematical and statistical analyses, and various cost estimating techniques to analyze and evaluate the effects of changes in program plans and funding and conduct economic and cost studies/analyses.
Skill in developing and implementing guidance that considers various disciplines, such as program, requirements, data, test, cyber security and program managers for purposes of meeting program objectives.
Ability to communicate effectively, both verbally and in writing, clearly, concisely, and with technical accuracy.
Ability to manage several projects simultaneously; Ability to use empowerment, trust, and other strategies as appropriate to develop and motivate team members.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). You will receive credit for all qualifying experience, including volunteer experience.
