Duties
Serves as an authorized Certifying Officer for the Federal Bureau of Prisons (BOP) with primary responsibility for approving and certifying for payment, all vendor payments processed for the Accounting Operations Section’s, National Programs, Central Office. Analyzes obligation documents to determine validity of payment voucher and proper classification of the obligations. Responsible for the operation, adaptation, and evaluation of the financial system which includes financial reports, records, controls, and other related procedures. Provides interpretations of financial reports statements and data which identifies trends, identifies deviations from plans, and projects data into the future. Assists Costs Center Managers, as needed, in the review and reconciliation of cost center obligations.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities to do the work of the position. GS-12: There is no substitution of education for specialized experience for this position. OR Experience: GS-11 and GS-12: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are: GS-11:
Experience in analyzing obligation documents to determine validity of payment voucher and proper classification of the obligations.
Experience in analyzing and evaluating the Bureau of Prison’s financial management system to determine compliance with regulatory requirements.
Experience in providing interpretation of financial report statement and data which identifies trends, deviations from plans and projects data into the future.
GS-12:
Experience in developing policy, providing expert advice in an area of correctional specialty or to provide guidance, direction, supervision, advice and/or evaluation for a program in a correctional facilities.
Experience that demonstrates knowledge of accounting principles, theories, concepts and practices and a knowledge of data processing procedures.
Experience in independently reviewing and analyzing a wide variety of tasks and diversified functions and making recommendations to changing financial systems, controls, and procedures based on budget requirements and the results of audits and reviews.
OR Combination of Education & Experience: GS-11 Only: A combination of education and experience. This experience must have equipped you with the qualifications to perform the major duties of this position as described above. If applicable, credit will be given for paid and unpaid experience.
