You will serve as a NATURAL RESOURCES SPECIALIST in the SF FACILITES, ENVIRONMENTAL DIVISION of MARINE CORPS LOGISTICS BASE.

Duties

You will manages MCLB Natural Resources program with the management of threatened and endangered species development You will plans for Integrated Natural Resources Management Plans, biological surveys for avian species and desert terrestrial surveys, the potential listing of species as threatened or endangered, and monitoring. You will conduct annual reviews of the Integrate Natural Resources Management Plan with the U.S. Fish and Wildlife Service and State Fish and Game Commission. You will coordinate with range users at the installation ranges by giving briefings and trainings on the Desert Tortoise. You will coordinate with MCIWEST and HQMC on data calls for natural resources management and on IG inspections in Natural Resources and on the Environmental Compliance Evaluation for Natural Resources. You will evaluate all proposed actions and initiatives, reviews, refines, finalizes, approves, and monitors status of natural resources actions, contracts, permitting, reports, studies plans and specifications. You will manage and serve as the subject matter expert (SME) of the cultural resources program to include all archaeological, arts, heritage, cultural, and historic resources on the installation. You will coordinate the development of any environmental documentation to support projects by Public Works to include Categorical Exclusions, Environmental Impact Statements (EIS), and Environmental Assessments (EA).

  • You will be required to successfully complete a pre-appointment physical examination and annually.
  • You will be required to possess and maintain a current valid United States driver’s license.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: managing a Natural Resources Program related to the management of threatened and endangered species; development of Natural Resources Management Plans and conducting biological and terrestrial surveys and reviewing, approving, and monitoring of natural resource actions, programs to ensure compliance. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess


0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. AND Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements generally as stated in paragraph A in the individual occupational requirements. Where specific course requirements are not indicated in paragraph A, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. The nature and quality of this required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major. OR Appropriate combination of education and experience that is typically specified in paragraph B of the individual occupational requirements. The "paragraph B" method generally requires that an applicant possess a core of educational credit, such as described in paragraph A above, plus additional education and/or experience. The method of determining the number of semester hours required to constitute a major field of study is the same as described in paragraph A. The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.
