Duties
Serves as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives.
Develops detailed plans to improve efficient operations; implements plans and initiatives to achieve mission and policy objectives; and assesses program accomplishment and making course corrections when necessary.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Evaluates work performance; provides advice, counsel, or instruction to employees on work and administrative matters; hears and resolves complaints from employees; identifies and provides for developmental and training needs of employees.
Hears and resolves complaints from employees; finds ways to improve production and increase the quality of the work directed.
Identifies quality improvement methods and initiatives; obtains and/or develops models for managing various issues; identifies and resolves problems that are barriers to achieving goals.
Implements program/project management; strategic planning; workforce planning; budget formulation and justification.
Initiates quality improvement methods and initiatives; conducts financial analysis, measurement and support; implements programmatic internal controls, analytics, and reporting tools.
Develops priorities for effective use of resources. Consults with key managers and stakeholders to ensure that all implications are considered in effective and efficient resource use and distribution.
Plans, coordinates, and oversees major initiatives or projects to develop and implement new systems and/or processes that may have organizational use and
implications.
Identifies areas with potential for organizational application and coordinates with other Bureau offices, as appropriate, to foster common business and
operational practices.
Requirements

- Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.
- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.
- If selected for this position, you will be required to annually complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty.
- May require a one year probationary period.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-14 level that is equivalent in difficulty and complexity. Specialized experience is defined as experience directing and managing development of regional or local policies, procedures and guidelines for public lands, or natural resource program responsibility; experience assisting in the development of budget, policies, procedures and guidance for all aspects of natural resource programs; experience updating policies, procedures and guidelines for areas of natural resource program responsibility; and experience tracking progress and quality of assigned projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
