Serves as a lead Loan Specialist in the housing program of a USDA, Rural Development, Nebraska Area Office.
This position may be eligible for hiring incentives.
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Serves as a senior operating loan specialist responsible for the execution of applicable Single Family Housing Direct (SFHD) loan and grant programs.
Serves as the geographic subject matter expert specific to Single Family Housing Direct (SFHD) program delivery.
As an operating loan specialist, implements the Rural Development program(s) to provide direct Single Family Housing loans to individual applicants.
Analyzes and reviews appraisals for technical soundness and determines adequate security for all loan transactions.
Prepares as applicable, conditional commitment, funding commitment and notification of loan closing, and certificate of eligibility and either approves or submits to approving official.
Participates in developing and implementing an outreach and marketing plan for Single Family Housing.
Administers the Single-Family Housing repair loan and grant program for an assigned area.
Executes repair loans and grants for single family dwellings.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time In Grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
GS-11 level: Applicants must have 1-year of specialized experience equivalent to at least the GS-09; or its non-Federal equivalent that demonstrates thorough knowledge and understanding of complex mortgage, commercial loan making/servicing, and credit principles and practices in order to assess the fundamental soundness of business, corporate or municipal loans. Experience independently examining applications, reviewing corporate financial documents, and servicing activities on a variety of mortgage and commercial loans. Experience may have been gained in work equivalent to analyzing financial information provided by loan applicants; determining eligibility for loans, appraising real estate, repayment ability; reviewing, performing financial analysis of commercial concerns for investment purposes; servicing the loan portfolio of a bank and other loan association and approving applications for agricultural, commercial, and bank loans. OR Ph.D. or equivalent doctoral degree if related OR 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR a combination of education as described and specialized experience.

Undergraduate and Graduate Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
