This position is a Supervisory Cartographer/Geographer (Interdisciplinary), GS- 0150/1370-13 working in Madison, Wisconsin for the R9-Division of Budget and Technical Support.

Duties

This position is located in the National Wetlands Inventory (NWI) program, within the Division of Budget and Technical Support (DBTS), under the Assistant Director for Ecological Services (AD-ES or Program), US Fish and Wildlife Service (FWS or Service). The Ecological Services Program provides national leadership for the conservation of species and the habitats on which they depend, including species protected by the Endangered Species Act (ESA), the Emergency Wetlands Resources Act, the Fish and Wildlife Coordination Act, the Coastal Barrier Resources Act, Marine Mammal Protection Act, and the Clean Water Act. Through leadership in environmental restoration and response, environmental reviews of Federal projects, listing and recovery of candidate, threatened, and endangered species, and management of decision support and mapping tools, the Program works closely with our partners to meet the conservation challenges of today and tomorrow. The Division of Budget and Technical Support (DBTS) supports the core functions of Ecological Services and works to build an integrated and collaborative network of information management and decision support tools for the Service. The Branch of Data Integration focuses on delivering data and decision support information and tools through our Environmental Conservation Online System (ECOS) in a strategic, integrated, and holistic way. The Branch of Geospatial Mapping and Technical Support produces, maintains and provides public access to the federal wetlands data layer through the National Wetlands Inventory Program (NWI). By working more closely across the Ecological Services program, DBTS staff are charged with finding mechanisms for improving or creating tools to improve the delivery of our mission across our Regions and field offices. The NWI mission is to support the Service and the Nation in the conservation of our trust resources by providing contemporary and readily accessible wetlands data. This position supervises the Data Management Team that provides data management services and the online wetland mapper to the public. The staff work with cooperators and contributors to update the wetland data as well as provides cartography support to the status and trends reports. Key duties for this position are: Serves as the NWI's technical authority in the areas of geospatial data management. Develops policies, standards, and guidelines for data, software, tools and services dealing with geospatial data. Coordinates national work groups (crossing Regional and Program lines) that enable communication and coordination on a broad range of geospatial and data management initiatives. Ensures that incoming NWI wetlands geospatial data meet the Federal Information Quality Act on the quality, objectivity, utility, and integrity of information including data validation and verification required by OMB, DOI, Congress, and stakeholders, as well as providing data documentation, dissemination and accessibility. Manages the implementation of the Service's National Wetlands Classification and Mapping standards. Coordinates the development and maintenance of all guidelines for the wetland geodatabase. Serves as a senior technical representative and senior geographic information officer on interagency and national work groups concerned with geospatial policy, technologies and architecture, geospatial data, and related information resources data standards. Serves in a consultant role to Regions and Programs in designing geospatial strategies and plans.

Qualifications

Only experience and education obtained by 07/24/2024 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: For GS-1370: A. I have a degree in Cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). NOTE: Transcripts required. OR B. I have a combination of education and experience -- courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. NOTE: Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration. For GS-0150: A. Degree in Geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. NOTE: Transcripts required. OR B.A combination of education and experience-- courses equivalent to a major in geography, or a related field that included at least 24 semesters hours in geography or related fields, as shown in "A" above, plus appropriate experience and/or additional education. The education or combined education and experience must be comparable in type, scope and thoroughness to that acquired through successful completion of a 4-year course of study as described in "A" above. Minimum Qualification [GS-13] I possess at least one year of specialized experience equivalent to at least the GS-12 level in the Federal Service. Experience includes 1) Developing and interpreting wetland classification data; 2) Mapping wetlands according to federal wetland standards from aerial and satellite imagery; 3) Collaborating with Federal, State, and other agency staff to develop federal standard compliant wetland data from aerial and satellite imagery; 4) Reviewing and correcting wetland misclassifications developed by others; 5) Conducting quality control on wetland data developed from aerial and satellite imagery; 6) Providing formal or informal overviews of the federal wetland data standard and wetland classification standards. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
