Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. This position will be expected to be in non-pay status for 2 pay periods per year between early December to late December.

Duties

This position performs the following duties: Develops and presents place-based education programs including youth development, field trips, distance learning and after school programs. Collaborates and coordinates with participants, educators and partners to design relevant and culturally responsive material. Implements logistics and programming for multi-day, career and college readiness programs focused on under-represented youth and families. Assists supervisor with prioritizing and assigning work, developing long-term plans and strategies, and managing partnerships with education, community and youth serving organizations. Physical Demands: Work is often active and requires walking, bending, stretching, and driving of vehicles. Working with various educational institutions may be physically and intellectually demanding. Work Environment: Work will often be conducted in an office setting, but exposure to outdoors will be frequent. Heat, humidity, and hazardous plants and animals represent the environmental factors affecting this position. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-07/30/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. SELECTIVE FACTOR: This position works with local Latine audiences communicating program information to Spanish speaking parents and/or may present programs in Spanish, and therefore being an intermediate to fluent Spanish speaker is required. Candidates must document possession of this selective placement factor within their resume or other application materials. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: conducting place-based education programs for grade ranges K to post-secondary; creating or adapting programs for under-represented audiences; leading other education staff, assisting with evaluation of curriculum materials; creating schedules and organizing logistics for school programs; preparing and reviewing environmental education publications and literature; or other similar work. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or a LL.B. or J.D. in a directly related field of study which has provided the knowledge, skill and ability necessary to do the work of the position. (Two years of graduate education is 36 semester hours or 54 quarter hours). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For examples, Six (6) months of experience (50% of experience) plus 27 semester hours or 41 quarter hours of directly related graduate education as described in B above (50% of education), would equal 100% to meet this requirement. You must include transcripts. - AND - To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: designing, coordinating, and evaluating an organization's education, youth development or community engagement programs; evaluating all curriculum materials for appropriateness and effectiveness; planning, organizing and presenting environmental education training workshops; developing curriculum materials, scheduling and logistics for educational programs; assisting educational institutions in developing their own environmental education programs; developing educational programs; managing education staff; or other similar work. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent graduate degree or three full academic years of progressively higher-level graduate education, a Ph.D. or equivalent doctoral degree in a directly-related field of study which has provided the knowledge, skill and ability necessary to do the work of the position. You must include transcripts. -OR- Successful completion of a combination of education and experience as described above. For example, I have 6 months of the specialized experience described above (50% of the experience requirement) and 45 semester hours (or 68 quarter hours) of directly-related graduate level college study in an accredited institution (50% of the qualifying education). You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
