This position is part of the Office of Legacy Management, Department of Energy. As a Realty Specialist, you will serve as the point of contact on real estate acquisition, utilization, and disposition issues for properties managed by the Office of Legacy Management.

As a Realty Specialist, you will:

  • This position does not support 100% remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 2 days per pay period.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report within 30 days of entering the position and annually.
  • This position requires a valid driver's license as a condition of employment.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing thereafter. Failure to test or a positive result on random drug tests conducted after appointment may result in removal from Federal employment.
  • This position has been designated as Critical Sensitive and requires a security clearance at the 'Q". The incumbent is required to obtain and maintain this clearance; failure to do so may result in separation from federal service.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.
  • Positions may be covered by a bargaining unit. Bargaining unit will vary by departmental element, grade, and/or location.
  • At the GS-12 level you must obtain and maintain Level I Certification within 2 years of appointment in accordance with a Realty Specialist (CRS) DOE Order 430.1C.
  • At the GS-12 level you must obtain and maintain Level I Real Estate Contracting Office (RECO) Warrant.
  • At the GS-13 level you must obtain and maintain Level II Certification within 2 years of appointment in accordance with a Realty Specialist (CRS) DOE Order 430.1C.
  • At the GS-13 level you must obtain and maintain Level II Real Estate Contracting Office (RECO) Warrant.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS GS-12: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 2 out of the 3 following: Assisting closure sites transitioning into an organization by developing and executing property management and disposition systems. Preparing site evaluation reports by researching and identifying issues with real property to be transferred to an organization for maintenance or disposal. Compiling real estate packages and documents for Realty Officer approval. SPECIALIZED EXPERIENCE REQUIREMENTS GS-13: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 out of 3 following: Preparing a wide variety of realty instruments (such as, fee simple deeds, easements, licenses, permits, invitation for offers, and lease-purchase agreements). Researching and analyzing real and property issues that involve U.S. water and mineral rights. Determining appropriate expenditure of funds for land acquisition. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration. CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements by the closing date of this announcement.
