Duties

The incumbent utilizes their expert knowledge and comprehensive experiences related to project management principles to independently plan and coordinate work, develop cost estimates, track costs, and monitor progress. Leads and directs IDTs carrying out environmental studies and evaluations. Provides direction and support to IDT members to meet project timelines by assisting in document preparation or finalization or other duties as assigned. The incumbent is responsible for maintaining consistent, timely communications with all internal and external customers in order to fully gather and understand information regarding requirements and needs. Develops, institutes, coordinates, and engages internally and externally, with Federal, state, local, and tribal governments, project sponsor, and the public to manage expectations through information sharing and strategic messaging. Assures early identification of project risks, problems or issues and facilitates the resolution of identified risks, problems or issues in the most appropriate manner.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-12: You must have1 year of specialized experience equivalent to the next lower grade level (GS-11) in the federal service. Specialized experience is further defined as: use of project management techniques on complex and/or controversial projects relating to land use, including leading interdisciplinary teams for compliance with environmental laws, regulations, and policies (i.e. NEPA, ESA, NHPA); and effective oral and written communications with internal and external stakeholders regarding complex or controversial projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: The job involves prolonged hours of sitting at a desk and working on a computer in an office environment. Standing and hiking in adverse climate may be required for fieldwork. Work Environment: The work environment varies from an office setting where the incumbent is in contact with work associates to a field setting where the incumbent is working alone or in a group, in remote and adverse situations. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated safety officer. Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 10% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. To be eligible for a Recruitment Incentive, selectee must not be employed by the Federal Government.

Education

This position falls under the Miscellaneous Administration and Program Series, 0301. There are no Individual Occupational Requirements (IOR) for this series.

There is no substitution of education for experience at this grade level.
