Duties

Provide legal advice on acquisitions and procurements within the DISA Procurement Services Directorate, Defense Information Technology Contracting Office. Represent DISA in bid protests filed before the Government Accountability Office (GAO) and assist the Department of Justice (DOJ) when bid protests are filed before the U.S. Court of Federal Claims (COFC). Represent DISA in contract appeals filed before the Armed Services Board of Contract Appeals (ASBCA) and assist the DOJ when appeals are filed before the COFC or the U.S. Court of Appeals for the Federal Circuit. Provide legal advice on acquiring and licensing Intellectual Property, including Trademarks and Data Rights. Serve as primary counsel for the Joint Interoperability Test Command, the DISA Office of Research and Technology Applications, and the Technology Transfer program. Review Cooperative Research and Development Agreements, Other Transaction Agreements, Non-Disclosure Agreements, and other technology agreements for legal sufficiency.

Qualifications

In order to qualify for this position, you must meet the requirements described below: Basic Requirement for positions in the 0905 series: All applicants must possess the first professional law degree (L.L.B. or J.D.) from a law school accredited by the American Bar Association and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. AND For the GS-12 level: a. Two years of professional legal experience at or equivalent to the GS-11 level, or b. The second professional law degree (LL.M.) plus 1 year of professional legal experience at or equivalent to the GS-11 level. For the GS-13 level: The attorney shall have professional legal experience in excess of 2 years that is commensurate with the duties and responsibilities of the position. For the GS-14 level: The attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties and responsibilities of the position.
