Qualifications
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying.
(1) Basic Educational Requirements:
In addition to the specialized experience requirements for this position, applicants must meet the Basic Educational Requirements for the series to which you are applying:

A. Degree: behavioral or social science; or related disciplines appropriate to the position.

C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Individual Occupational Requirements
Basic Educational Requirements:
A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
NOTE: Applicants who qualify on the basis of major study in biology or geology must have had at least 6 semester hours in the major directly concerned with marine science or 6 semester hours in oceanography; applicants who qualify on the basis of other physical sciences or engineering must have had differential and integral calculus and at least 6 semester hours in physics.

(2) Specialized Experience:
In addition to the Basic Education Requirements above, applicants must also meet the specialized experience described below for the grade to which you are applying.
A. GS-11 Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Interpreting environmental laws, regulations or policies to improve or support environmental assessments; AND
2. Training and/or experience assessing the interrelationships of human activities and the environment; AND
3. Preparing or supporting the preparation of documents related to environmental or socio-cultural issues and delivering professional presentations related to those issues.

B. Education: You may substitute education for experience if you have achieved:
3 years of progressively higher-level graduate education leading to a Ph.D. degree or
Ph.D. or equivalent doctoral degree

C. Appropriate Combinations of Education and Experience:
A combination of graduate level education and specialized experience that totals 100% of the requirement for the GS-11 grade level.

A. GS-12 Specialized Experience:
Note: Applicants may not substitute Education for Experience at the GS-12 level and above.
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Interpreting environmental laws, regulations or policies to improve environmental assessments pertaining to the marine and coastal environments; AND
2. Assessing the interrelationships of offshore program activity, human activity, and/or the marine and coastal environments; AND
3. Analyzing and preparing documents related to controversial or complex environmental or socio-cultural issues and delivering professional presentations related to those issues.
