The primary purpose of this position is to serve as a program manager and principal organizational liaison managing programs and providing cost, schedule, and performance information to the Department of the Air Force Offices, Department of Defense (DoD) and other Government Agencies.
Duties
Represents division in all types of interactions involving significant issues while communicating the office's position on issues of interest and maintains continuing coordination with United States Air Force/United States Space Force staff elements and major subordinate commands on matters of interest.
Uses acquisition knowledge to build alliances with representatives in government, industry, and academia to facilitate information sharing, review concepts and develop and promote promising innovative business practices for application within assigned programs.
Supports planning, designing, and executing architecture design and evaluation projects.
Communicates assignments, projects, and problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Maintains project files; program and administrative materials; and makes available policies, procedures, and written instructions from senior management.

- This is an acquisition coded position. Selectee must complete required certification level 2 in Program Management (A) within 24 months of assignment.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes assessing and managing the cost, schedule, and technical performance progress of assigned projects or programs through the required phases of the acquisition cycle; developing and implementing program controls; planning, organizing, and coordinating activities related to contracting, engineering, testing, and/or logistics; reviewing and directing the progress of applicable contracts in meeting program objectives; and preparing briefings, studies, and other analyses for presentation to management officials and stakeholders. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of, and skill in developing and applying unique approaches to the most difficult and complex projects.
Knowledge of organizational goals and objectives and ability to apply them to assigned programs/projects.
Thorough understanding of recent, current, and pending acquisition reform and streamlining initiatives.
Extensive knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities.
Superior skill in effective oral and written communications.
Ability to gather and analyze a variety of information pertaining to cost projects-specifically, schedule and performance data.
Ability to integrate, analyze and manage a variety of acquisition functions.
Ability to establish and maintain good working relationships with individuals/groups within the office as well as outside the immediate work unit.
Knowledge of the missions, roles, functions, organizational structures, and operation of the DoD, DAF, Command, local organizations, and entities which govern, interface with, and/or influence the acquisition process.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
