This position is located in the Department of Health and Human Services, Administration for Community Living, Center for Policy and Evaluation (CPE), Office of Policy Analysis and Development (OPAD), located in Washington, District of Columbia.
Duties
If selected for this position, you will join a well-respected team that is responsible for supporting a full range of Program Manager duties within the Department of Health and Human Services/Administration for Community Living/Center for Policy and Evaluation (CPE)/Office of Policy Analysis and Development (OPAD).
Typical work assignments include:
-Providing expert advice, guidance, and support to the Deputy Administrator for Policy and Evaluation on the key mission critical issues, initiatives, and agency functions.
-Coordinating policy and strategic initiatives on sensitive issues of great concern to the Deputy Administrator and the Administrator.
-Overseeing the implementation of key strategic policy priorities and initiatives, offering leadership acumen and demonstrating the ability to work with staff on all levels on serious and usually sensitive matters.
-Collaborating with and advising on program management; reviewing existing programs, as well as the development and implementation of programmatic initiatives that reflect targeted goals of the Deputy Administrator and the Administrator.

Qualifications
Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:
1. Analyzing and evaluating federal or state legislation, regulations, and other policies to assess their effect on older adults, people with disabilities, and the networks that support community living.
2. Providing expert policy advice to senior staff or decisionmakers by developing written products that articulate, interpret, and explain highly complex policies and programs.
3. Assessing challenges and developing policy solutions to support the implementation of federal laws that support community living, including at least one of the following: the Home and Community-Based Settings Rule; Medicare eligibility and coverage laws and regulations, including those pertaining to people who are dually eligible for Medicare and Medicaid; Section 1557 of the Affordable Care Act; the Rehabilitation Act of 1973; the Older Americans Act; and the Developmental Disabilities Act.
4. Drafting or providing comment on regulations related to older adults and/or people with disabilities; civil rights and nondiscrimination; social determinants of health; home and community-based services; or health insurance and access to health care, including for Medicaid participants and Medicare beneficiaries.

If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
