About the Position: This position is located at the General Dentistry Department at Naval Health Clinic (Pearl Harbor), which is on the Island of Oahu, Hawaii. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Advance in Hire may be authorized. This is only available for those candidates who are new to Federal service.

Duties

Observe patient safety standards during all dental treatment. Perform intraoral procedures as directed by dentist. Record the patient's vital signs before and after treatment, especially minor oral surgery. Perform patient counseling on the cause of dental decay, proper oral hygiene practices, brushing and flossing techniques. Pour and trim model from impressions and constructs custom impression trays. Record related medical history of patient, and routes patient for medical tests and services when required. Sterilize materials, instruments, and equipment.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position may require travel up to 5% of the time.
  • Must be able to obtain and maintain a Secret security clearance.
  • Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Position may be require heavy lifting of up to 40lbs.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing.
  • Must obtain and maintain a current Basic Life Support (BLS) training and certification from the American Heart Association or Military Training Network.
  • Must obtain and maintain an X-ray certification.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. License/Certification: NOTE: Public Law 97-35 requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75. Essentially, they must (l) have successfully completed an educational program that meets or exceeds the standards described in that regulation and is accredited by an organization recognized by the Department of Education, and (2) be certified as radiographers in their field. The following meet these requirements: (1) Persons employed by the Federal Government as radiologic personnel prior to the effective date of the regulation (January 13, 1986) who show evidence of current or fully satisfactory performance or certification of such from a licensed practitioner such as a doctor of medicine, osteopathy, dentistry, podiatry, or chiropractic who prescribes radiologic procedures to others. (2) Persons first employed by the Federal Government as radiologic personnel after the effective date of the regulation who (a) received training from institutions in a State or foreign jurisdiction that did not accredit training in that particular field at the time of graduation, or (b) practiced in a State or foreign jurisdiction that did not license that particular field or did not allow special eligibility to take a licensure examination for those who did not graduate from an accredited educational program, provided such persons show evidence of training, experience, and competence, as determined by OPM or the employing agency. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Utilizing instruments and materials used in a wide variety of specialized oral surgery treatments under general dentistry procedures; 2) Operating and adjusting dental x-ray equipment; 3) Sterilizing dental instruments and equipment; and 4) Instructing patients in preventive dentistry measures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Successful completed a full 4-year course of study in a dental assistant or dental hygiene program that included at least 24 semester hours in courses in in radiation physics; radiation biology; radiation health, safety, and protection; X-ray films and radiographic film quality, radiographic techniques; darkroom and processing techniques; and film mounting that are accredited by the American Dental Association's Commission on Accreditation OR practical nurse training approved by the appropriate State, territory, or District of Columbia accrediting body. OR Combination of special experience and education: For GS-5 level positions, only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. Determine the applicant's total qualifying experience as a percentage of the year of specialized experience required at the GS-5 level. Then determine the applicant's education as a percentage of the education that meets the requirements for GS-5. Add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for GS-5.

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
