This position is located at Boston Harbor Islands National Recreation Area, in the Resource Planning and Preservation Directorate.
The work of this position will cover all three of the National Parks of Boston: Boston African American National Historic Site, Boston Harbor Islands National Recreation Area, and Boston National Historical Park.
Open to the first 75 applicants or until 07/24/2024 whichever comes first.
Duties
Develop strategic and implementation plans to protect and enhance the biodiversity, natural processes, and cultural landscapes of the Boston Harbor Islands and the National Parks of Boston in coordination with management partners, including park landowners and members of the Boston Harbor Islands Partnership, and complete associated environmental and historic compliance.
Coordinate field projects to meet ecosystem and landscape stewardship goals in collaboration with management partners and community participants; summarize activities in reports and other communication products.
Implement data collection protocols for research and monitoring of plant and animal communities and physical processes, and summarize activities through various communication products.
Coordinate purchasing, tracking, and safe use of field and office equipment and supplies.
Hire and supervise seasonal biological technicians, interns and volunteers; coordinate training and orientation to help team members meet individual and collective goals.
Qualifications
What is a Temporary Promotion: A promotion to a higher graded position for a specified period of time to accomplish project work, fill positions temporarily pending reorganization or downsizing, or meet other temporary needs. A temporary promotion changes the employee to a higher grade level and applicant must meet all qualifications. *Employees occupying positions at the GS-09 level or above may still be considered for this opportunity, as long as they meet the Qualifications Requirements stated below.
This is a Temporary Promotion not to exceed 1 year. This Temporary Promotion may be extended up to 5 years, and/or made permanent without further competition, at management's discretion.
All qualifications must be met by the closing date of this announcement-07/24/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-09 grade level, you must possess all of the following minimum qualifications by close of the announcement:
BASIC EDUCATION REQUIREMENT: All applicants must possess
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
or
Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Additionally, all applicants must meet at least ONE of the qualifying experience/graduate level education requirements below:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) Managing resources in natural areas following conservation management best practices, and in accordance with natural resource laws and policies; 2) Conducting planning and compliance for management of resources in natural areas, following natural resource laws and policies; 3) Planning and/or implementing scientific inventory, monitoring, or research projects to understand ecosystems, plant, animal and aquatic communities, and/or ecological processes; 4) Managing the collection and summation of data in a geographic information system; 5) Utilizing computer programs to organize information and communicate with colleagues and partners about natural resource stewardship and science; 6) Leading groups of staff and volunteers to complete natural resource stewardship projects in natural areas and cultural landscapes. You must include hours per week worked.

EDUCATION: Successful completion of at least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree with major study in biological sciences, agriculture, natural resource management, chemistry, or related disciples appropriate to the position. You must include transcripts.

Successful completion of a combination of education and experience as described above. To combine education and experience, first take the number of semester hours (or equivalent) earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours (or equivalent). Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection.
