Job opening: SUPERVISORY GENERAL ENGINEER (UTILITY AND ENERGY MANAGEMENT BRANCH HEAD)

You will serve as a Supervisory General Engineer in the Utilities and Energy Management Division, PWD, NAS JAX, of NAVFAC Southeast. Duties

You will develop and manage the utility maintenance action plan for Sustainment, Restoration, and Modernization projects. You will manage revenue and costs for utility commodities. You will prioritize utility projects to meet mission within annual budget constraints. You will supervise proper operations and maintenance of utility production and distribution systems supporting military, industrial, and medical operations. You will perform utility rate assessment analysis and recommends lowest cost energy source mix.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position requires current registration as a Professional Engineer (PE) from any state, the District of Columbia, Guam or Puerto Rico. You must provide a copy of your current registration with your application.

Qualifications

This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The SPF is: You must currently be a licensed Professional Engineer (PE) in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license in your application package. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement. In addition to the SPF and basic requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Setting priorities for all major maintenance projects, repairs, modifications, and improvements to utility systems; 2) Overseeing the development of budgets, schedules, projects, and programs; 3) Reviewing cost estimates and packages prepared by engineering staff for technical adequacy; 4) Communicating technical requirements to contractors and/or in-house workforce; 5) Assigning work to subordinates based on priorities, consideration of difficulty and requirements of the assignments and capabilities of the employee; 6) Planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
