The Agricultural Marketing Service (AMS), Specialty Crops Inspection (SCI) Division is responsible for developing U.S. grade standards and providing inspection, grading, certification, and audit-based services nation-wide on a user-fee basis for fresh and processed fruits and vegetables and related products. The incumbent serves as a Program Assistant providing computer systems, administrative, security, and budget support for all WHAO personnel and inspectors.

Duties

The duties may include, but are not limited to: Use of a personal computer with a variety of software packages to develop forms, reports spreadsheets, and/or produce lists, reports and charts in final form. Participates in the development and maintenance of databases, revision and/or updates of existing programs, and the troubleshooting of computer systems and communications services. Responsible for the operation of a light activation credentialing center to assist with activation and updating of security credentials. Advising users about security and data file access restrictions, and documents data files, computer programs and procedures. Training office staff and field personnel in the operations of various computer systems and software applications, hardware and software. Maintaining inventories of computers and computer-related items as well as computer-generated forms, catalogs, and lists. Provide operational advice and assistance to users on computer-related problems, assists in setting up and performing tests on new equipment, and advises users on operations. Dispatching for assignment locations to maintain staff and successfully provide inspection services related to Area office programs. Prepares reports and assists with special projects and administrative tasks related to time and attendance, travel vouchers, billing and collection, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-07 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-06 grade level) that demonstrates: Gather and analyze management, administrative, and program data. Use email, spreadsheets, and/or databases (e.g., Outlook, Excel) to enter, analyze and report information. Receive, coordinate, and process shipping requests per established guidelines. Interpret laws, regulations, policies, procedures, and guidelines. Communicate orally and in writing to a variety of users, stakeholders, and other groups. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
