This position is located in the U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), in the State of Massachusetts.
The incumbent is responsible for supporting detailed analyses of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of programs and work operations in the state.
Duties
Conducts basic reviews and analyses of FPAC functions/programs.
Utilizes program plans, operating budgets, and interviews to determine the continued effectiveness of plans, programs, and policies impacting on those missions.
Analyzes and evaluates existing program and management policies, regulations, goals, or objectives to determine if processes are in compliance with requirements.
Participates in basic studies designed to analyze issues of effectiveness, efficiency, and productivity affecting administrative and business programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year. See addition information.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-07
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
Reviewing plans for programs to determine effectiveness in meeting the organization's mission;
Participating in planning sessions with team members to identify ways of carrying out existing programs; and
Assisting with studies to determine if programs meet compliance with procedural standards.
OR
Education: Must have one full year of graduate level education in business, operations management, or other directly related field. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. NOTE: You MUST submit supporting academic transcripts.
OR
Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. NOTE: You MUST submit supporting academic transcripts.
OR
Superior Academic Achievement: Must meet the qualifications for Superior Academic Achievement, which include a bachelor's degree in business, operations management, or other directly related field and meet ONE of the following:
A grade point average of B (3.0 or higher out of a possible 4.0) for your completed undergraduate courses, or those completed in the last two years of undergraduate study;
A grade-point average of B+ (3.5 or higher out of a possible 4.0) for all courses in the major field of study, or those courses in your major completed in the last two years of undergraduate study;
Rank in the upper one-third of your class in the college, university, or major subdivision; or
Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies.

GS-09
Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
Analyzing plans for programs to determine effectiveness in meeting the organization's mission;
Participating in planning sessions with senior specialists to identify ways of carrying out existing programs;
Collaborating on studies to determine if programs meet compliance with regulatory standards;
Preparing regular and recurring reports and viewgraphs depicting findings; and
Gathering information to assist senior specialists with planning studies.
OR
Education: Must have a Master's degree or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree in business, operations management, or other directly related field. NOTE: You MUST submit supporting academic transcripts.
OR
Combination of Education and Experience: Must have a percentage of the education and experience which when combined totals 100% of the necessary education and experience to qualify for this position. NOTE: First, determine total qualifying experience as a percentage of the specialized experience described above; then determine the education as a percentage of the graduate education described above; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of one year (18 semester hours) may be used when combining education and experience for this grade.
