You will serve as a Management Analyst in the Military Manpower Section, Manpower Branch, G-1 Division MARFORCOM NORFOLK.

Duties

You will analyze, interpret and implement high authorities policies. You will analyze and collect an array of controlled documents necessary to effectively validate and implement new and old programs. You will organize and deliver briefings to managers and supervisors. You will process, reviews, and track Requests for Personnel Actions. You will serve as Team Lead for special projects and data calls. You will assist customers in developing and conducting comprehensive management surveys. You will extracts manpower data from the Total Force Structure Manpower System (TFSMS) for development of assessments and . You will analyze personnel data from Marine Online or applicable databases to assist with development of assessments on the FMFLANT/MARFORCOM/MARFOR NORTHCOM current and future requirement.

Requirements

  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-09 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Providing assistance in the development of new plans, policies, and procedures; 2) Using directives management systems to gather, assemble and analyze data and propose recommendations; 3) Organizing and delivering briefings to managers; and 4) Researching trends and patterns to develop new methods and improvements to program processes. GS-11 Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing most or all of the following duties: 1) Assessing the productivity, effectiveness, and efficiency of an organization's administrative operations using a wide range of analytical and evaluative methodology; 2) Ensuring a program is compliant with established policies, regulations, procedures; 3) Formulating and executing a budget for a department Providing budget and contract expertise for an organizational program; and 4) Conducting studies to identify and recommend improvement of organizational functions (i.e. long-range planning, program analysis, program effectiveness, organization theory, budgeting, and personnel management) Additional qualification information can be found from the following Office of Personnel Management website: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09:
  • Possess a Master's or equivalent graduate degree.
  • Possess 2 full years of progressively higher level graduate education leading to such a degree
  • Possess a LL.B. or J.D., if related.
  • Possess a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.

GS-11:
  • Possess a Ph.D. or equivalent doctoral degree.
  • Possess 3 full years of progressively higher level graduate education leading to such a degree
  • Possess a LL.M., if related.
  • Possess a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience equal one hundred percent.
