The Chief Deputy is an executive-level position that reports directly to the District Court Executive/Clerk of Court (DCE/Clerk)and is responsible for the day-to-day management of the Court's administrative and operational functions in the Phoenix division. The Chief Deputy will provide primary oversight in the areas of systems technology, human resources, space and facilities, financial activities including budget management and court operations.
Duties
* Provides leadership for court staff through coaching, mentoring, training, providing resources, giving guidance and feedback, and facilitating constructive communication. * Analyzes and interprets trends, statistics, and patterns to help the court anticipate challenges and opportunities for growth and change. * Proposes, develops, communicates, and evaluates policies and procedures to enhance the productivity and effectiveness of the court. * Develops and maintains effective working relationships with judges, unit executives, and with appropriate individuals at the Administrative Office, the Federal Judicial Center, other federal courts and court units, the bar, government agencies, and the public. * Participates with the DCE/Clerk and the other Chief Deputy on operations, budget, procurement, space and facilities, finance, human resource matters, and other strategic planning. * Prepares comprehensive memoranda, reports, and correspondence.* Drafts administrative/general orders and evaluates and proposes procedures and local rules as required.* May serve on court committees and working groups as well as national committees.* Coordinates with the Chief Deputy in Tucson on district-wide initiatives and interoffice workflow. Assists with the development, implementation, and enforcement of policies and practices to secure staff and physical assets of the court unit, which may include oversight of: property management, training, emergency preparedness and disaster recovery activities, space and facility needs, security, media and public relations, and acquiring additional resources as needed.* In conjunction with the DCE/Clerk and the management team, establishes and adjusts long range goals, schedules, priorities, activities, and deadlines for completion of work assignments.* Coordinates and participates in management team activities and chairs meetings.* Works with the IT Director to determine present and future automation needs, anticipating trends in emerging technologies. Also assists in developing long and short-term plans synthesizing Court needs with available technology and maximizing efficiency through improvements to existing automated systems.* Assists with development and management of the budget and financial plan.* Completes complex projects and performs other duties as assigned by the DCE/ Clerk.

Qualifications
Applicants must have at least four years of progressively responsible management experience, preferably in a court environment, that provided an opportunity to gain (a) skill in dealing with others in person-to-person work relationships and performance management; (b) experience in the development of organizational goals and objectives; (c) experience in the creation, implementation and enforcement of court policies and procedures; and (d) a thorough knowledge of the basic concepts, principles and theories of management and the ability to understand and apply the managerial policies applicable tothe Clerkâs Office of the U.S. District Court.TECHNICAL QUALIFICATIONS:The successful candidate must possess excellent verbal and written communication skills; a high degree personal adaptability; the expertise to provide innovative solutions to workplace issues; knowledge of sound financial controls and policies; high ethical standards; a positive work attitude; the ability to adapt and lead in a changing work environment; and the ability to exercise mature judgment in making decisions on controversial and potentially sensitive work issues. The ideal candidate will have a thorough understanding of the operational processes of a Federal District Court environment.
Education
EDUCATION:
Bachelor's degree from an accredited college or university is required. A graduate degree in accounting, judicial, public, or business administration or related fields from an accredited university is preferred.
