The National Intelligence University (NIU) is the Intelligence Community's sole accredited, federal degree-granting institution. It serves as the intellectual hub for the intelligence profession, preparing today's leaders for tomorrow's challenges.

Duties

Serves as a faculty member at the National Intelligence University, teaching courses in the Counterproliferation (CP) concentration as well as core intelligence courses in the Oettinger School of Science and Technology Intelligence. Teaches courses in weapons of mass destruction and counterproliferation, particularly those involving advanced conventional and nonconventional weapons, as well as technology transfer. Teaches core intelligence courses in the S&TI school, will perform research in his/her field of expertise, and will serve as a thesis advisor/reader to students working in the CP discipline. Duties also include participation in relevant NIU and IC communities of interest, university committees and working groups, as well as outreach to other IC, USG organizations and academia as appropriate. Implements and enforces appropriate learning standards and rigor, and uses outcome assessment data for course curricular, and program improvement. Develops a rich learning environment through Blackboard instructional technology. Represents the University at ODNI, IC agency meetings, conferences and symposia related to expertise, and maintains active liaison with government and private sector civilian, military, educational individuals associated with intelligence.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Demonstrated knowledge in advanced materials and machining technology, propulsion, navigation, and guidance systems currently used or in development for weapons systems, as well as power sources, sensor systems and stealth technology for military use and intelligence collection. Extensive professional experience in chemical, biological, radiological, nuclear, energetics science, or engineering related to weapons of mass destruction or weapons systems. Demonstrated experience in classroom instruction in an adult training or educational environment. Demonstrated knowledge and experience relevant to (a) countering weapons of mass destruction, OR (b) scientific and technological innovations therein. Demonstrated experience working in or with the intelligence community evaluating or preparing all-source analytical intelligence reports for senior US government decision makers. Demonstrated experience preparing and delivering briefings to large and diverse internal and external audiences on complex or controversial topics and communicating them in an understandable manner that is appropriate for the audience, from students to senior level decision makers. Interpersonal, organizational, and problem-solving skills, including the ability to work effectively both independently and in a team or collaborative environment; initiative in carrying out mission responsibilities based on supervisor guidance. Demonstrated oral and written communication skills, including the ability to communicate complex information in a clear, concise manner that is targeted to, and meets the needs of, diverse audiences with different perspectives and objectives. Earned Master's degree from an accredited university in physical science or engineering, chemical engineering, materials science, missile design, microelectronics, photonics, aeronautical engineering, or a related area. Desired Requirements: Earned PhD from an accredited University in physical science or engineering, computer sciences, biological sciences, chemical engineering, materials science, or a related area. Experience with teaching courses at the graduate level. Demonstrated experience in academic research and scholarship, writing and reviewing research papers, and academic course and program development, including creating and evaluating academic assessment data and standards.
